Job Summary

The Leave of Absence (LOA) Partner II oversees and facilitates all aspects of employee leaves of absence to ensure compliance with all organizational policies and federal and state leave regulations. This position provides change management across the organization to foster a healthy and safe workforce, and provides guidance, instruction and excellent customer service to employees, managers and other key stakeholders. This position also oversees all aspects of the Workers' Compensation (WC) program to ensure compliance with federal and state regulations by providing guidance and instructions to employees and collaborating with managers, WC carrier, and key stakeholders.

Duties

Manage the administration of all leaves of absence (state, federal and organizational), including Family Medical Leave Act (FMLA), California Family Rights Act (CFRA), Pregnancy Disability Leave (PDL), personal leave, and military leave. Initiate and manage the interactive leave process as appropriate. Proactively work with managers and the Human Resources Business Partners (HRBP) to coordinate a successful return to work process. Provide expert functional education to employees and managers on the leave process and related policies. Develop and deliver leave-related training for employees, managers and leadership. Serve as the primary point of contact for all leave inquiries and processes.

Collaborate with managers and HRBPs to make recommendations to allow/deny time off requests under personal leave. Provide recommendations to managers and HRBPs regarding time off that should be tracked under performance management. Partner with department leaders and HRBP to strategically reduce the need for leaves by fostering and navigating the interactive process. Collaborate with managers and employees to ensure proper timekeeping related to protected leave; collaborate with the Payroll Specialist to conduct timecard audits. Communicate with the Payroll Specialist to ensure the employee receives the correct compensation while out on leave. Partner with the Total Rewards Department, as needed, to coordinate changes to benefits as a result of an employee’s leave of absence.

Manage the administration of all Workers' Compensation including: intake for all injuries, provide information and guidance to employees, tracking WC claims, ensuring compliance with state regulations. Partner with the WC carrier for claim administration, participate and advise WC carrier on directive of claim. Maintain knowledge of WC laws and regulations. Partner with department leaders to strategically reduce risk and injuries in the workplace. Second responder to all onsite injuries and illness, and follow up with employees to communicate the return to work process.

Identify the need for Reasonable Accommodations and interactive discussions, in collaboration with the employee, management and the Human Resources Business Partner, to determine outcomes in support of the Americans with Disabilities Act (ADA).

Duties Continued

Maintain current knowledge of federal and state leave laws and regulations; propose revisions to internal documents, policies and communications as necessary in order to ensure organizational compliance. Continuously improve overall process efficiency and accuracy. Conduct analysis to trend and track LOA metrics provided to leadership.

Work in partnership with the Manager of Leaves, Ergonomics and Internal Investigations, and the Senior Director of Business Support Services to resolve escalated issues Perform other duties as assigned.

Bachelor's Degree

In lieu of degree, equivalent education and/or experience may be considered.

Required:

At least 3 years of experience in leave of absence administration in a high volume environment.

Skills

Required:

Exceptional knowledge of state and federal leave laws and their interplay.

General understanding of employee benefits as they relate to leaves of absence, including short/long term disability, Consolidated Omnibus Budget Reconciliation Act (COBRA), state disability, etc.

Excellent oral and written communication skills (structure, grammar, spelling).

Ability to research, analyze data, and prepare reports with actionable information identified.

Ability to interface with all levels in a professional and helpful manner.

Excellent attention to detail.

Resourceful and proactive in problem solving with effective follow up skills.

Excellent judgment and discretion.

Ability to handle multiple priorities simultaneously.

PC literate, including literacy in Microsoft Office products.

Experience using HRIS software, database and web-based systems.
