THE WORK:
You'll collaborate with client staff to determine the applicability of state and federal prevailing wage requirements for construction projects and ensure the correct wage rates are included in contract solicitation documents.
You'll prepare and present labor compliance requirements at pre-bid and pre-construction meetings for contracts subject to prevailing wage laws, ensuring clear communication of expectations to contractors.
You'll respond to inquiries and resolve concerns from contractors and construction workers regarding prevailing wage matters, ensuring compliance with legal requirements and fostering positive contractor relationships.
You'll collect, review, and maintain weekly Certified Payroll Records and supporting documents (e.g., statements of compliance, fringe benefit statements) from prime contractors and subcontractors to ensure accurate reporting of wages, benefits, and apprentice utilization.
You'll communicate with contractors to resolve discrepancies or inadequacies in CPR submissions, ensuring timely correction of issues related to wage reporting, fringe benefits, and apprentice hours.
You'll conduct investigations of alleged contractor violations uncovered through CPR reviews, site visits, worker complaints, or other sources, ensuring compliance with prevailing wage laws and district policies.
You'll review contractor documents and determine withholding amounts for unresolved issues. Notify contractors of audits, conduct pre-meetings, and prepare withholding of contract payments, participating in settlement meetings or hearings as necessary.
You'll maintain comprehensive and up-to-date electronic and/or hardcopy contract files, including all relevant labor compliance documentation, ensuring adherence to legal and district requirements.
You'll track changes to state and federal labor compliance regulations and standards. Work with the Labor Compliance Lead (LC Lead) to update labor compliance procedures, practices, and documentation accordingly.
You'll travel to project sites throughout the District to conduct site visits, job walks, and labor standards interviews with workers. Assist the Labor Compliance Department with site investigations, issue resolution, and monthly reporting of activities.
Onsite at client site: The work location for this role is onsite with our clients and partners to enable delivery and cultivate our client relationships. Currently, one day is remote.

HERE’S WHAT YOU’LL NEED:
Bachelor of Arts/Science Degree or related degree from a recognized college or university OR
Additional qualifying experience in excess to the minimum stated may be substituted for the required education on a year for year basis
Minimum two (2) years of experience in public works construction.
Possess valid California driver’s license and able to travel.
BONUS POINTS IF YOU HAVE:
Bi-lingual - Spanish speaking.
Minimum 6 (six) months of experience in Labor Compliance and LCPT Tracker
Clear understanding of construction practices, state and federal labor laws, and the ability to interpret and apply the applicable labor law regulations in accordance with the DIR and the client's standards.
Ability to work in a fast-paced environment.
High level of interpersonal skills to handle sensitive and confidential situations and documents.
Ability to work in a fast-paced environment.
Strong written and verbal communication skills.
Proficient in MS Office (MS Excel and MS Word).
