SPECIAL SALARY INFORMATION

DEFINITION:
Has overall responsibility for the administrative direction and planning of general environmental health services and uniform enforcement of related laws.
CLASSIFICATION STANDARDS:
The one position allocable to this class is responsible for the overall administrative direction and coordination of general environmental health services and inspections and insuring uniform enforcement of applicable laws and ordinances in the various health districts/regions throughout the County. This position reports to the director of environmental health services in the Department of Public Health.
Essential Job Functions
Represents the environmental health management before the Board of Supervisors, City Councils, Federal and State agencies, industrial groups and the public.
Coordinates the work of the service with other departmental functions, County departments, Federal, State, and local agencies, and affected industries.
Develops policies, programs, and procedures pertaining to his/her area for uniform administration and interpretation.
Acts as an appeal authority on enforcement decisions disputed by the public or industry.
Prepares budget requests for review by the environmental health services director including personnel, equipment, and new or revised programs.
Analyzes proposed legislation and ordinances which may affect general environmental health services and inspections.
Directs the maintenance of records and the preparation of reports.
Acts for the director of environmental health services in the latter's absence, as needed.
Requirements
MINIMUM REQUIREMENTS:
Two (2) years of experience at the level of the County's class of Chief Environmental Health Specialist* or higher.
CERTIFICATE(S) REQUIRED:
Certification as a Registered Environmental Health Specialist** issued by the California Department of Public Health.
LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS:
Physical Class II – Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

EXAMINATION CONTENT:
This assessment type will evaluate the training and experience you list on a questionnaire and assign a score based on a standardized scoring system.
This part of the assessment is worth 100% of your total score and assesses: Minimum Requirements and Desirable Qualifications.
Candidates must meet the Minimum Requirements and must achieve a passing score of 70% or higher on the examination in order to be added on the Eligible Register.

Benefit Information: Depending on the position, the successful candidate will enroll in a contributory defined benefit pension plan if the candidate is a “new member” of the County’s defined benefit plan (LACERA) on or after January 1, 2013 (first employed by the County on or after December 1, 2012) – unless she or he established reciprocity with another public retirement system in which she or he was a member before January 1, 2013. It should be noted that County employees do not pay into Social Security, but do pay the Medical Hospital Insurance Tax portion of Social Security at a rate of 1.45%.
