UCLA Health Budget & Financial Planning Manager in Los Angeles, California

Under the direction of the Neurology Chief Finance Officer (CFO), indirect supervision from the Chief Administrative Officer (CAO), and the department Chair, the Budget & Financial Planning Manager will support financial/fiscal management, financial reporting, business development mission of the Department of Neurology, and large scale in-depth analyses. You will also maintain & report quality metrics as well as operation metrics reporting utilizing various systems such as EPIC, Tableau, Ascend, and future new reporting systems.

The Budget & Financial Planning Manager will work collaboratively with members of both the Hospital and SOM Department and resources. This position would provide management necessary to facilitate accurate and timely financial records and statements. You will provide financial leadership and support the development of new business opportunities, while maintaining and managing established ventures for the Department of Neurology. You will be a key participant in the development, implementation, and monitoring of the actual versus budget aspects of the annual budget process for the School of Medicine Department Budget.

You will provide direct supervision of the Procurement Supervisor and oversight of the Procurement unit consisting of four Financial Analysts. You will also be responsible for the management of revenue cycle elements, analysis of coding, billing, and collections to provide accurate analysis for Departmental decision making.

Salary Range: $92600 - 202200/Annually

Qualifications

All Required:

  • A degree in accounting, an MBA or equivalent experience.

  • Knowledge of current healthcare issues and environment, specifically in an academic medical setting.

  • Demonstrated knowledge of UC fund accounting systems, sales & services activities, sponsored research administration, payroll, purchasing, equipment management, and other financial services.

  • Demonstrated knowledge of complex financial planning and administration, preparation of large and complex budgets with multiple funding sources.

  • Knowledge of University administrative units and their services, role and responsibilities and ability to contact them appropriately to obtain needed information.

  • Knowledge of University forms, policies and procedures in areas of contracts and grants, accounting, purchasing, personnel and payroll.

  • Detailed working knowledge of FPM, QDB, PAC, TOF, EDB, Recharge, and other on-line systems.

  • Demonstrated verbal and written communication skills to effectively convey and obtain information.

  • Demonstrated ability to perform detailed work with a high degree of accuracy.

  • Demonstrated ability to audit expenditures and assure that they conform to policies and guidelines.

  • Demonstrated ability to independently organize/prioritize work and track progress of multiple projects

  • Skilled in utilizing an IBM PC to prepare work using Excel, Power Point and Microsoft Word.

  • Skilled in maintaining computer based data files.

  • Skilled in advising faculty and staff with regard to proper procedures and forms as they relate to supplies and services.

  • Ability to lead a work-group and achieve goals and meet deadlines.

  • Excellent interpersonal skills to establish and maintain effective working relationships with faculty and staff.

  • Skilled in successfully supervising employees including selection, training, motivating, delegating responsibility, work review, evaluating performance and discipline.

  • Ability to exercise a high degree of independent judgment.

  • Ability to handle a heavy workload under constantly changing demands and priorities.
