Los Alamos National Laboratory Weapons Receipt Inspection (Quality Assurance Analyst 2/3) in Los Alamos, New Mexico

Production Quality Assurance Group (PAQ-2) is seeking a Weapons Receipt Inspector (Quality Assurance Analyst) with the expertise to support product quality through performance of weapons program receipt inspections. These receipt inspections require planning, performing, and reporting/presenting of results. Weapons receipt inspections are performed in accordance with customer specified criteria and weapons-related DOE/NNSA NAP-401.a requirements to ensure that specified technical and quality requirements are met. Other duties will include: providing assistance to LANL Weapons Production Agency peer organizations on quality assurance issues and activities, supporting the supply chain assurance programs (e.g. receipt inspection, suspect/counterfeit parts intervention, supplier evaluations and procurement document reviews); applying quality assurance concepts and principles (e.g., management principles, configuration management, project monitoring and control, etc.); performing detailed reviews of procurement and quality documentation; utilizing the Ariba, Oracle, and Take business systems; coordinating arrival and shipping of items to and from the weapons inspection receiving cage; serving as a quality subject matter expert within the weapons supply chain quality process; and, performing Dimensional and Visual Inspections.

This position will be filled at either the Quality Assurance Analyst, level 2 or 3, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

Quality Assurance Analyst 2 ($76,900-$122,200)

Typical responsibilities include, but are not limited to:

  • Perform weapons program receipt inspections by evaluating procured items and materials to determine conformance to applicable technical and quality requirements, specifications, etc.

  • Prepare inspection reports and nonconformance reports.

  • Work with Weapons Production Agency peer organizations on receipt inspection issues and activities.

  • Coordination of Nonconformances (NCRs) and Compensatory Action Plans (CAPs)

  • Develop, review and revise work instructions, procedures, and other job aides.

  • Mentor, teach and train lower-level receipt inspectors through the receipt inspector qualification process.

Quality Assurance Analyst 3 ($92,300-$151,000)

In addition to what was outlined at the lower level, at this level the candidate would:

  • Solving complex supply chain quality management issues.

  • Serve as Acting Supervisor in the absence of the Work Supervisor.

  • Support Supervisor and First Line Manager with Continuous Improvement initiatives.

  • Support metrics and routine program reports.

What You Need

Minimum Requirements

  • Quality Standards: Workingknowledge and experience applying quality assurance regulatory, contractual, and/or technical documents, i.e., DOE Order 414.1D, 10 CRF 830, Weapons Quality Policy (NAP-401.1), ASME NQA-1, and Triad contract requirements.

  • Quality Inspections: Working knowledge and experience with inspection principles and practices.

Quality Assurance: Working knowledge and experience in performing reviews of quality documentation to ensure compliance with customer and defined regulatory requirements. Experience in interpreting drawings with Geometric Dimensioning and Tolerance (GD&T) and deploying measuring techniques as applicable.

  • Self-directed and Teamwork: Proven record of working independently and in a team environment and scheduling own activities to accomplish objectives.

  • Customer Service: Moderate experience utilizing strong written and verbal communication skills.

In addition to having working knowledge of the Quality Assurance Analyst 2 requirements, the Quality Assurance Analyst 3 must have the following:

  • Quality Inspections: An advanced range of experience in inspection principles and concepts and quality concepts and principles and how they are applied from moderate to extensive depending on experience.

  • Quality Assurance: Advanced knowledge and experience interpreting drawings with Geometric Dimensioning and Tolerance and deploying measuring techniques as applicable.

  • Customer Service: Extensive experience utilizing strong written and verbal communication skills. Ability to translate technical terms to layperson's terms and present them to audiences outside of organization. Skill in collaborating closely with customers and suppliers to define expectations and mutual responsibilities.

Education/Experience Quality Assurance Analyst 2: Position requires a Bachelor's Degree and 5 years of related experience; or, an equivalent combination of education and experience directly related to the occupation.

Education/Experience Quality Assurance Analyst 3: Position requires a Bachelor's Degree and 8 years of related experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be desirable.

Desired Qualifications

  • Leadership: Demonstrated leadership and engagement of people; strong interpersonal, communications and team-building skills; effective management of interpersonal conflict, negotiation of agreements, delegation of authority and building consensus.

  • Communication/Collaboration: Strong written communication skills and experience effectively preparing, communicating and presenting quality assurance or other reports.

  • Hardware / Software Verification: Experience in equipment verification in accordance with LANL cyber security requirements. Experience testing, troubleshooting, and resolving complex operating system, hardware, and application issues. Knowledge of emerging computing technologies in the industry supporting Weapons Production organizations.

  • Technical skills: Experience with security software and the ability to utilize this software for preventative measures when encountering systems or media with pre-loaded configurations. Knowledge of hardening requirements and standards for various secure areas at LANL.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
