Los Alamos National Laboratory Systems Analyst 2/3 in Los Alamos, New Mexico
What You Will Do
Los Alamos National Laboratory (LANL) is looking for a motivated, high-performing candidate to provide support and training to end-users of waste management software as a member of the Waste Management Programs (WMP) group in the Environmental Protection and Compliance (EPC) division. In this role, you will work as a member of the team that develops and supports the Waste Compliance and Tracking System (WCATS), a best-in-class software application developed at LANL. You will work closely with other team members supporting waste management professionals who use the software, develop training plans and videos, author updates to user documentation, perform software testing, coordinate software updates, and other activities to improve the application. Work with application users includes day-to-day application support over the phone, via email, and in person.
You will analyze complex business problems to be solved with automated systems. Provide technical expertise in identifying, evaluating and developing systems and procedures that are cost effective and meet user requirements. Configure system settings and options; plan and execute unit, integration and acceptance testing; and create specifications for systems to meet business requirements. Design details of automated systems. May lead cross-functional linked teams to address business or systems issues.
This position will be filled at either the Systems Analyst 2 or 3 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.
System Analyst 2 ($85,900 - $139,900)
A seasoned, experienced professional with a full understanding of specialized information technology (IT) field plus working knowledge of other related IT fields. This position will provide direct support for management and development of the WCATS LANL proprietary software. Resolves a wide range of issues in creative ways. This job is the fully qualified, career oriented, IT professional position. Provides resolutions to a diverse range of complex problems where analysis of data requires evaluation of identifiable factors. Will work closely with other team members supporting waste management professionals who use the software, report on data from the application, author updates to user documentation, perform software testing, and perform other activities to improve the application. Your work with application users will include day-to-day application support over the phone, via email, and in person.
Contributes to the development of organization's goals and objectives. Works under limited direction; receives general instructions on new assignments. Work is evaluated upon completion. May provide limited technical direction and/or coordinate activities of other personnel. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Determines approach to solutions, plans schedule and arranges own activities in accomplishing objectives.
Provides training and support for WCATS to end users.
Develops video-based training plans and materials for WCATS users.
Serves as the primary interface between the WCATS team and training groups to ensure that training plans meet laboratory requirements.
Identifies and addresses productivity impediments and promotes work process improvements.
Works closely with waste management professionals and the WCATS team. Understands and translates functional requirements of the business owner and their end-users into system specification and design documents; is able to communicate and represent those requirements to the extended technical team.
Based on design documents, designs and implements application configurations.
Plans and executes or coordinates related unit, integration, and acceptance testing for new releases of WCATS software.
Assists with software engineering process improvements in all supported software engineering process areas especially the following: requirements development and management, verification and validation and its related automation, configuration management, quality assurance, and organizational training.
Researches, assembles, and/or evaluates information or data regarding industry practices or applicable regulatory changes affecting policies or programs; recommends sound, practical solutions to complex issues.

System Analyst 3 ($104,100 - $172,200)
The higher level will perform the following in addition to the above.
A highly experienced professional with an advanced understanding of specialized information technology (IT) field plus working knowledge of other related IT fields. This position will provide direct support for management and development of the WCATS LANL proprietary software. Works independently and has significant knowledge of environmental or waste management processes. Provides leadership to level 1 and 2 coworkers. Can quickly learn, test, and train new application functionality. Is able to act as an application administrator with advanced knowledge of the setup and configuration functionality of information systems. Will work closely with other team members supporting waste management professionals who use the software, report on data from the application, author updates to user documentation, perform software testing, and perform other activities to improve the application. Your work with application users will include day-to-day application support over the phone, via email, and in person.
The person selected for this position will develop and compile custom reports from the WCATS application using SQL and provide resolution to a diverse range of complex problems where analysis of data requires evaluation of identifiable factors. Has wide-ranging experience, uses professional concepts and company objectives to resolve complex issues in creative and effective ways. Frequently contributes to the development and/or implementation of new technical standards and methods. Develops resolutions to complex problems that require the frequent use of creativity and where analysis of situations or data requires an in-depth evaluation of variable factors. Work is accomplished without considerable direction and/or coordinates activities of other personnel. Exerts significant latitude in determining objectives of assignment, and determines the methods and procedures needed for new assignments.
Facilitates and provides training and support for WCATS to end users.
Supervises and develops video-based training plans and materials for WCATS users.
Facilitates the effective interface between the WCATS team and training groups to ensure that training plans meet laboratory requirements.

Assemble, manage, and direct project team.
Apply Agile project management practices when appropriate (ensure the team is fully functional and productive, enable close cooperation across all roles and functions, remove barriers and impediments that are preventing the team from completing work, shield the team from external interference, ensure the team follows their process and purses continuous innovation in their practices).
Advises on alternatives and assesses technical limitations within operational realities.
Provides software testing oversight.
Responsible for participating in the establishment and team adoption of software quality and change management standards, processes, and related tools for supported software engineering areas
Plans and executes or coordinates related unit, integration and acceptance testing between the extended technical team and customer.
Oversees the implementation of and provides consultation for software engineering process improvement in all supported software engineering process areas especially the following: project planning, risk management, requirements development and management, verification and validation and its related automation, configuration management, quality assurance, and organizational training.
What You Need
Minimum Job Requirements:
Working computer troubleshooting skills and problem-solving ability, including the ability to converse with and support end-users who are not technologically proficient.
Proficiency in the use of computer-based applications for course development (e.g., Captivate, Articulate, etc.).
Experience with training development and support to end users.
Knowledge of software design concepts, software maintenance, user documentation.
Knowledge and skills in developing system requirements, specifications, and functional interfaces between system software components and the system- level design
Knowledge of software configuration management best practices.
Knowledge of application software development lifecycle frameworks and methodologies and their related tools and techniques.
Knowledge of the software verification and validation processes, especially software testing that ensure that the requirements specification, design, and coding of software adequately fulfill all intended functions, with a preference towards knowledge of and experience with automated testing.
Knowledge of software risk management.
Knowledge of hardware and operating systems including system architectures, and network infrastructures.
Knowledge of hardware and software integration and testing.
Ability to partner with customers.
Ability to review and understand end-to-end work processes.
Experience and skill in communicating (both written and verbal) in a clear concise manner to superiors, peers, customers, and other personnel.
The ability to work successfully as part of a team and achieve team objectives and the ability to deal with difficult deadlines and short time frames.
Ability to obtain and maintain an active DOE Q clearance.
Additional Job Requirements for Systems Analyst 3:
In addition to the requirements outlined above, qualification at the higher level requires:
Experience leading and mentoring junior team members.
Experience with training course development.
Expert level knowledge and skills in developing system requirements, specifications, and functional interfaces between system software components and the system-level design.
Expert level knowledge of software configuration management best practices.
Knowledge of software design concepts, software maintenance, and user documentation.
Ability to review and understand end-to-end work processes.
Knowledge of Web-based technologies including Web page development and maintenance and Web-based tools and utilities.
Ability to translate technical terms to layperson's terms and present them to audiences outside of the technical team.
Experience preparing and presenting reports.
Desired Qualifications:
Working knowledge of an existing US DOE waste management software application, preferably Waste Compliance and Tracking System (WCATS) or the Integrated Waste Tracking System (IWTS).
Working knowledge with day-to-day support of information technology solutions for radioactive and hazardous waste management facilities, such as LANL's Transuranic Waste Facility (TWF) and the Los Alamos Legacy Cleanup (LLCC) project, application of technical safety requirements (TSRs), RCRA hazardous waste permit requirements.
Strong background in Microsoft Office Suite (especially Excel).
Active Q clearance.
Education/Experience at lower level: System Analyst 2 position requires a bachelor's degree in a relevant field and 4 years of related experience, or an equivalent combination of education and experience directly related to the occupation.
Education/Experience at higher level: Systems Analyst 3 position requires a bachelor's degree in a relevant field and 8 years of related experience, or an equivalent combination of education and experience directly related to the occupation. At this level, post-graduate coursework may be desirable.
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law.
