Los Alamos National Laboratory Program Director 6 for the National Security Education Center in Los Alamos, New Mexico
What You Will Do
Come and join the leadership team at the most innovative R&D facility supporting our national security! Los Alamos National Laboratory is looking for a program director to lead the National Security Education Center (NSEC) and its technical/scientific and operational portfolio. This will involve oversight of the overall execution and evolution of the program and planning and coordination with senior-level executives within the Laboratory and with strategic university partners.
In this role, you will develop, implement and advance NSEC's strategy for strategic education centers and the university collaboration office, and provide leadership and oversight to NSEC personnel, and Research Park Laboratory and Office spaces. You will work with internal and external customers, individual researchers and/or research groups/programs to determine the scope, time frames, and funding requirements. You will develop working relationships with senior executives at regional universities, including our University of California and Texas A&M partners. Building and maintaining trust and confidence across a network of science and engineering, programmatic, and partnership domains will be required for success.
The National Security Education Center (NSEC) facilitates science and engineering advances through strategic research and education centers, academic partnerships, and student and postdoctoral programs. NSEC serves as an interactive hub for students, postdocs, and visiting faculty from around the world to collaborate on research and exchange ideas with Laboratory technical staff. Participants engage in specialized education, hands-on learning and training opportunities, and the development of diverse exciting research projects. NSEC establishes strategic and regional academic collaborations through Joint Appointment programs with select universities, and through a relationship with the New Mexico Consortium (NMC), a unique non-profit organization of the three New Mexico research universities formed to advance scientific research and education in New Mexico.
What You Need
Minimum Job Requirements:
Technical
Expert-level knowledge and demonstrated experience in a scientific/technical discipline. National or international recognition as a technical/scientific leader.
Program Management
Expert-level knowledge of and demonstrated consultative experience in all aspects of program development and/or program management of complex technical/scientific work, including defining program work scope, schedules, budgets, priorities, and performance milestones.
Relationships
Proven experience in collaborating with scientific/technical managers, university faculty, and other executive leaders. Consultative experience in developing and nurturing effective high-level external and internal customer relationships.
Consultative experience in interacting effectively with all levels of external and internal personnel; building trust, gaining consensus, and resolving conflicts.
Contracts and Grants
Familiarity with writing and reviewing research contracts and grants.
Demonstrated record of building/integrating technical teams to foster research collaborations.
Communication
Demonstrated excellence in oral and written communication to include presentation skills. An ability to translate concepts and impacts across a range of technical disciplines is essential.
Education/Experience: Position requires a Bachelor's Degree in science or engineering from an accredited institution and 15 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation. Position typically requires an advanced technical degree.
Desired Qualifications:
An advanced (Ph.D.) technical degree in a science or engineering discipline is preferred.
Recognized expertise in a mission-relevant scientific or engineering discipline, usually with significant research experience as evidenced through publications and presentations, or management of a science/engineering program or organization.
knowledge of the scientific/engineering capabilities of the Laboratory, and effective understanding of the national context in this area, including identifying and analyzing possible collaborators, and new teaming arrangements, and effectively incorporating this knowledge into establishing and maintaining collaborations with university partners.
Demonstrated alignment with the laboratory's strategic mission of addressing national security challenges through excellence in key capability pillars, including information science and technology, materials of the future, nuclear and particle futures, weapons systems, science of signatures, and complex natural and engineered systems.
Extensive experience in the development and application of sponsor/customer needs (including their plans, constraints, and requirements) .
Work Environment:
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
