Los Alamos National Laboratory Hazards Analyst (Emergency Planning and Preparedness Specialist 2/3) in Los Alamos, New Mexico
What You Will Do
This position will be filled at either the Hazards Analyst 2 or 3 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.
The Emergency Management Hazards Analysis Group is seeking candidates to work and grow as members of the Hazards Analysis Team responsible for serving Los Alamos National Laboratory (LANL), the Department of Energy (DOE)/National Nuclear Security Administration (NNSA), and the surrounding community by providing state-of-the-art planning and preparedness services to protect national security assets and the health and safety of workers, the public, and the environment.
You will contribute to the success of the Hazards Analysis Group by conducting analyses and assisting with developing and maintaining key Emergency Management Technical Planning Basis programs and deliverables associated with the development and maintenance of Emergency Planning Hazards Assessments, all-hazards Surveys, consequence assessment dispersion modeling activities as well as participation in drills and exercises. The ideal candidate will have a background in hazardous material scientific areas (rad, chem, bio) and be able to conduct analyses involving potential atmospheric releases and associated worker, responder and public health consequences including impacts to the environment.
Emergency Planning and Preparedness Specialist 2: Hazards Analyst ($85,900-$139,900)
Hazards Analyst 2 receives functional and operational direction in conducting basic to intermediate components of technical analyses by developing and maintaining key technical programs and deliverables associated with the development and maintenance of the site's Emergency Management Program and the Emergency Management Hazardous Material Program to include Emergency Planning Hazards Assessments (EPHAs) policies, plans, and procedures, and LANL/NNSA/DOE All-Hazards EPHA Technical Basis documents and reports. Hazardous Material Dispersion Analysis, All-Hazards Surveys (HS's) and Emergency Technical Support Center (ETSC) Consequence Assessment Team (CAT) and Coordinator Emergency Response Organization (ERO) roles and responsibilities, Readiness assurance program support, and Facility preparedness program support.
Emergency Planning and Preparedness Specialist 3: Hazards Analyst ($104,100-$172,200)
Hazards Analyst 3 receives minimal functional and operational direction in conducting the analysis as a Specialist 2 plus conduct complex analysis, produce independent and professional results, conduct audits and appraisals of selected processes/functions; analyze, consult, interpret and apply advanced technical and scientific methods as outlined in DOE Orders, Guides and EM HA processes and procedures.
What You Need
Minimum Job Requirements:
Demonstrated knowledge of Department of Energy, Department of Homeland Security, or other comparable federal and/or state and local regulations pertaining to the field of emergency management and/or All-Hazards Technical Planning Basis.
Skill and experience supporting one or more, of the below emergency management activities:
Developing Emergency Planning Hazards Assessments and Hazards Surveys.
Developing emergency management policies, plans, procedures, checklists, etc.
Planning and conducting emergency management drills and/or exercises.
Designing and instructing emergency management related courses or materials to diverse audiences.
Performing readiness assurance activities such as assessments and evaluations.
Consequence assessment modeling software and/or similar software applications
Demonstrated successful experience working in a team environment.
Demonstrated experience in preparing and presenting reports, and presentation of recommendations to diverse audiences of internal/external customers.
Additional Job Requirements for Hazards Analyst (Emergency Planning and Preparedness Specialist 3):
In addition to the Job Requirements outlined above, qualification at emergency Planning and Preparedness Specialist 3 level requires:
Demonstrated knowledge in independently developing, implementing, and maintaining Emergency Planning Hazards Assessment analysis (or similar) using dispersion analysis software programs.
Demonstrated knowledge in consulting/conducting research, investigating alternative solutions, and recommending solutions on problems affecting emergency planning and preparedness.
Education/Experience at Emergency Planning and Preparedness Specialist 2 level:
Position requires a Bachelor's degree and a minimum of 5 years of related experience, or an equivalent combination of education and experience directly related to the occupation.
Education/Experience at Emergency Planning and Preparedness Specialist 3 level:
Position requires a Bachelor's Degree and a minimum 8 years of related experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be expected.
Desired Qualifications:
Demonstrated experience working in an Emergency Operations Center (EOC).
Working knowledge of laboratory operations and the Laboratory's emergency management program.
Knowledge in hazardous material characteristics and properties.
Software development and maintenance experience
Experience in Software Quality Assurance processes and performing editorial and technical reviews of emergency management or related technical documents.
Knowledge of atmospheric dispersion modeling and meteorological processes.
Active DOE Clearance
Work Schedule: Position requires participation on an on-call rotation for emergency response purposes.
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
