What You Will Do

This position will be filled at either the Job Title Lower/Higher level, depending on the selected candidate's skills. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at a higher level.

As a member of the Personnel Assurance group, you will serve as a Forensic Drug and Alcohol Technician for the Substance Abuse Program and report to the Security Program Personnel Assurance (SP-PA) Team Leader; you will serve a vital function for the Laboratory's Drug and Alcohol Testing Program. You will perform qualitative and quantitative analyses of drug and alcohol specimens to determine donors' compliance with relevant Human Reliability Program (HRP), Department of Transportation (DOT), testing designated position (TDP) federal mandates, and laboratory substance abuse policies.

Specific duties include interpretation, organization, and presentation of data to relational databases for archival and reporting requirements and management of a blind sample and proficiency program to verify equipment and laboratory accuracy. As a Forensic Drug and Alcohol Technician 3/4, the successful applicant works independently in performing his or her duties. The consequences of the work directly impact the national security of the Laboratory and DOE.

What You Need

Minimum Job Requirements:

• Experience with mechanical and operational systems in Mobile testing units.

• Knowledge of current adulterants, contaminants, and dilutions used to alter specimens and practices used to circumvent positives.

• Demonstrated effective interpersonal skills, dealing with all levels of employees and managers.

• Knowledge and demonstrated skill in collecting, labeling, packaging, and tracking testing specimens.

• Demonstrated accuracy in work that requires strong attention to detail and where high levels of accuracy are mandatory.

• Additional Job Requirements for Forensic Drug and Alcohol Technician 4 ($69,500 - $110,300):

• In addition to the requirements outlined above, qualification at the higher level requires:

• Knowledge of US Department of Health and Human Services Substance Abuse & Mental Health Services Administration, Department of Health and Human Services substance abuse collection procedures, and 10CRF 707 procedures for unusual occurrences.

• Knowledge of LANLs internal drug & alcohol testing policies and procedures (P-732).

• Knowledge of DOT collection procedures in 49CFR 40.

• Advanced technical solutions to complex problems.

• Demonstrated experience operating Intoxilyzer 8000 or 9000.

• Currently certified through DATIA or NADASA as a certified collector.

• Must have an active DOE Q clearance.

Training/Certifications:

The selected candidate will become certified through the National Drug & Alcohol Screening Association University (NDASA) and CMI.

Education/Experience for a Forensic Drug and Alcohol Technician 3 :

The position requires a High School Diploma or equivalent and 2-4 years of related experience or an equivalent combination of education and experience directly related to the occupation. Technical institute graduate or Associate's Degree preferred.

Education/Experience for a Forensic Drug and Alcohol Technician 4:

The position requires a High School Diploma or equivalent and 4-6 years of related experience gained through training in the specific field or a combination of education and experience directly related to the occupation. A technical institute graduate or associate's degree is preferred.

Desired Qualifications:

• Knowledge and experience with applicable LANL, DOE, and DOT specifications and procedures for this job.

• Knowledge of LANL rules, regulations, and workplace substance abuse policies.

• Excellent written communication skills and experience accurately interpreting official Laboratory forms.

• Skilled in problem-solving within a customer service environment.

• Active DOE Q clearance.

Work Environment:

Work indoors and outdoors, working alone, some overtime or irregular schedule, domestic travel, operation of a government vehicle, on-call rotations, the ability to occasionally lift large, heavy supplies safely, operate a mobile test unit, and operate a UTV.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance:Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
