Los Alamos National Laboratory Fire Protection Engineering Manager (Nuclear Facilities Engineering Manager 4) in Los Alamos, New Mexico

What You Will Do

The position is in the Fire Protection (FP) Office, which provide fire protection and prevention services to minimize fire-related risks at Los Alamos National Laboratory. The FP Office is the Laboratory's central fire protection engineering and program support entity responsible for providing institutional technical direction and support for the Laboratory's nuclear and non-nuclear facilities and programs. There are four primary functional areas: fire protection engineering, fire prevention inspection, fire alarm site-wide operations, and fire department program management.

Fire Protection is seeking an engineering manager who is highly motivated and enthusiastic with strong problem-solving, communication, and team-building skills. The Nuclear Facilities Engineering Manager 4 responsibilities include tactical decision making within an assigned fire protection engineering program portfolio in the Fire Protection Office. The selected candidate will work closely with the Fire Protection Office, the Fire Marshal, the Los Alamos Site Office and Triad leadership. The Engineering Manager will be responsible to determine, plan, oversee and execute work scope in the areas of fire protection engineering, fire hazard analysis, fire code compliance of facility designs and construction, and other elements of LANL's Fire Protection Program in support of a DOE/NNSA national laboratory.

Primary responsibilities include:

  • Provide leadership, vision, and tactical planning for assigned program scope, which requires integration across organizations.

  • Integrate program work with other Laboratory priorities and commitments, including safety, security, environmental compliance, quality, and business imperatives.

  • Work to identify upcoming strategic shifts of relevance to the institutional mission and warn leadership of potential issues and solutions.

  • Maintain advanced-level knowledge of the relevant technical discipline as well as understand and adhere to all Laboratory and regulatory guidance and governance specific to the programmatic work of assigned portfolio(s).

There is one vacancy. The successful candidate will be selected based on their qualifications, experience, and other factors to oversee the fire protection engineers teams.

What You Need

Minimum Job Requirements

Program Management:

Advanced knowledge of fire protection engineering with subject knowledge in nuclear facility operations, fire plans review, fire inspections, impairment/deficiency management, fire alarm and suppression systems, emergency response and related operational work including defining work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk.

Communication:

Successfully demonstrated experience in interacting effectively with all levels of internal and/or external personnel, building trust, gaining consensus, and resolving conflicts. Excellent oral and written communication. With minimal direction, establishes reporting and documentation requirements with the mid-level internal and/or external customer(s) and serves as the primary spokesperson to report status and manage. Demonstrated capability in successfully developing customer relationships.

Collaboration:

Successfully demonstrated experience in leading critical service deliverables related to one or more of the following: facility design and construction, fire hazard analysis/evaluation, fire risk management, alternative methods and performance-based design, fire safety in facility operations, maintenance of fire protection systems, and related cross-cutting issues and their implementation across multiple facilities and organizations.

Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation. A professional license (PE) in an engineering discipline from a recognized licensing board preferred.

This position may be subject to DOE Order 426.2 Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities. This DOE Order establishes entry-level requirements to ensure employees in the position can successfully perform the requirements of the job.

Desired Qualifications:

  • A professional license (PE) in fire protection engineering from a recognized licensing board.

  • Experience managing a multi-million-dollar budgets.

  • Advanced knowledge of fire protection engineering and fire protection program elements areas (program administration, design, operations, facility assessments, fire hazard analysis, equivalences and exemptions, etc.).

  • Experience in the support of design, installation, testing, or maintenance of fire protection features of facilities and fire protection systems.

  • Demonstrated technical competency with fire alarm systems and fire suppression systems to include evaluation of contractual scope, design inputs, basic design, installation standards and inspection requirements.

  • Active Q clearance

  • Specific knowledge of DOE fire protection program requirements and NFPA codes/standards in area of expertise.

  • Experience supporting operations, systems engineering, and facility modifications at nuclear facilities.

  • DOE/NNSA collaboration and reporting experience.

  • Experience managing a team of fire protection professionals.

Work Location: The work location for this position is hybrid and is located in Los Alamos, NM. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. All work locations are at the discretion of management and can change at any time with appropriate notice.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
