Los Alamos National Laboratory Environmental Stewardship Group Leader (Environmental Manager 4) in Los Alamos, New Mexico

What You Will Do

The Environmental Protection and Compliance Division, Environmental Stewardship Group Leader is responsible for managing a diverse portfolio of environmental programs at Los Alamos National Laboratory. These programs include the National Environmental Policy Act, cultural and biological resources management, the Environmental Management System, the Pollution Prevention program, Green is Clean, the non-destructive assay program, Soil, Foodstuffs and Biota Monitoring, Environmental Health Physics and the Environment, and production of the Annual Site Environmental Report. This is a responsible line management position and requires someone who has skills and experience as a strong tactical and strategic decision-maker who can calmly handle unforeseen issues. This position is responsible for personnel management to ensure effective implementation of programs, encourage employee growth, and establish and manage clear performance expectations.

Work responsibilities include, but are not limited to:

  • Provide technical leadership in environmental protection and compliance.

  • Facilitate strategic planning to ensure continual improvement of programs and work execution that supports mission accomplishment and reduces environmental risk. Determines organizational objectives and develops and interprets Laboratory policies.

  • Establish operational objectives and work plans. Delegate assignments to secondary managers.

  • Regularly interact with senior management or executive levels that perform or sponsor similar or related tasks. Requires the ability to change the thinking of, or gain acceptance from, others in sensitive situations, without damage to the relationship.

  • Develop and administer budgets, schedules, and performance standards for the organizational unit. Management decisions affect financial, employee, or public relations posture of the Laboratory.

What You Need

Minimum Job Requirements:

  • High level knowledge and experience with federal and state environmental regulations, and DOE requirements, policies, and procedures, including, but not necessarily limited to, the National Historic Preservation Act, the National Environmental Policy Act, the Endangered Species Act, the Migratory Bird Treaty Act, the Pollution Prevention Act, DOE Orders 231.1b: Environment, Safety and Health Reporting, DOE Order 458.1 Radiation Protection of the Public and the Environment, DOE Order 436.1a Departmental Sustainability and the International Organization for Standardization 14001 Environmental Management System.

  • High-level experience with environmental program development and administration.

  • Demonstrated ability to ensure compliance with environmental requirements including experience working with internal customers, Federal, State, and local agencies and dealing effectively with the public.

  • Record of effective technical leadership that emphasizes organizational skills, strategic and tactical planning, team building, program development, project management, budget preparation, financial management and business plan development.

  • Demonstrated skill in leadership, management, supervision, and human resources administration of assigned employees, including knowledge of employee developmental skills, mentoring, team building, recruiting, employee retention, and resolving conflicts.

  • Demonstrated commitment to, and action in, promoting objectives in areas of safety, security, quality, and workforce diversity.

  • Ability to obtain a DOE 'Q' Clearance, which typically requires U.S. Citizenship.

Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

  • Ability to lead a team of professionals with the record of successful teamwork and consensus building consistent with working across organizational and program/project boundaries.

  • Advanced knowledge of and experience with structured process analysis and improvement techniques that reduce environmental risk.

  • Experience providing counsel, advice, and assistance to management on matters dealing with government legislation, Department of Energy (DOE) contract compliance, and/or Laboratory policies or procedures to ensure compliance.

  • Master's or PhD degree in physical or natural sciences, environmental policy or public administration and at least five years of experience in first line management.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
