Job Description:

Reporting to the AVP or Senior Manager Fraud Protect Platform, the successful candidate will be an integral part of the Risk Marketplace (RMP) team. The role is responsible for fulfilling the 1B mandate by providing guidance on and participating in the identification, measurement, management, treatment, and reporting of risks, emerging issues, and regulatory changes. Through building strong relationships and developing a thorough understanding of the Fraud platform's objectives and strategy, the successful candidate will act as a trusted partner and proactively identify, challenge, document, and communicate risks while operating within TD's Risk Appetite.

The Governance & Control Fraud Risk Governance role is a people manager position who will be active in building RMP for Fraud management and managing several Governance & Control colleagues, spanning various Fraud management teams within Platforms & Technology areas and across TD as applicable.

This successful candidate will demonstrate a balance of risk and business acumen to guide the Fraud Risk Management teams as they navigate through complex risk domains and regulatory requirements. A key component of the role is to foster and effectively manage relationships with Risk & Control Partners (Legal, Compliance, Privacy, Operational Risk, Fraud, GAML, Technology Risk, and others) to ensure alignment to the broader organization from a policy and compliance perspective while also leveraging their knowledge and expertise to ensure partner interactions are efficient, effective, and timely.

Maintain and enhance risk culture and awareness

  • Build a collaborative culture of risk awareness and ownership, in support of the Enterprise Risk Framework, Operational Risk Management Framework, Fraud Risk practices e.g., Delivery Execution Framework

  • Lead governance and control colleagues who provide advice, support and challenge of key risks in respect of Fraud undertaken by the Platform.

  • Lead governance and control colleagues who are responsible for iled reconciliation, prcsa control testing and/or first line of defense compliance testing.

  • Monitor and drive consistency around risk identification and mitigation within Fraud Management Teams

  • Develop the team and maintain a thorough knowledge and understanding of Fraud capabilities with an emphasis on understanding the interplay between various capabilities as well as their impact

  • Expert knowledge of governance, risk and control procedures, strategies & tactics and provide broad risk knowledge across multiple risk domains (e.g., Compliance, Privacy, AML, ORM, etc.)

  • Along with maintaining broad risk knowledge, continuously support those specialized risk disciplines that can be held within the team (e.g., Privacy Designate training, Data Governance expertise)

  • Anticipate emerging issues, trends, and evolving regulatory requirements to identify new opportunities and operational impacts to the business

  • Prepare high quality risk assessment reporting for senior executives and Risk Committees as required

Build and maintain strong stakeholder relationships

  • Act as an accelerator and trusted partner for Fraud

  • Work closely with Fraud teams to ensure business strategy aligns within TD's Risk Appetite including delivery and execution

  • Lead support efforts and provide team with guidance while assisting 1A to design, implement, assess, and maintain effective internal controls

  • Manage a team that is as the primary conduit for the 1st line of defence to the 2nd line of defence on Fraud initiatives

  • Coordinate and obtain all required sign-off/artifacts in compliance with TD Fraud standards

Department Overview

The Global Risk & Compliance team is a dynamic, innovative, and diverse team of professionals who provides partnership, challenge, and support on all key areas within Platforms & Technology (P&T). This includes advising on complex, fast-paced and innovative projects and supporting first line risk and control regulatory requirements. Enterprise Protect Platform works closely with TD Information Security colleagues who develop and manage security strategies, threats, and other technology and cyber security risk and compliance requirements. Together under Risk Marketplace 1B mandate, these partnerships provide a comprehensive governance and control coverage over P&T delivery and controls.

Experience and/or Education

  • Undergraduate degree preferred and/or equivalent working experience

  • 7+ years of relevant experience
