North Wind Services is actively seeking individuals who can contribute to national security within the science, technology, and engineering fields as part of our supplemental labor team at vital federal research and development installations supporting the Department of Energy. NWS has an established history of contributing to the success of their customer's mission. Qualified applicants must be a US citizen, at least 18 years of age, and able to meet pre-employment requirements including any required physicals, drug screen, and/or background investigation to satisfy clearance requirements from the Department of Energy.

Successful candidates will be employees of NWS, a premier government contractor charged with employing highly motivated and well-qualified personnel who can advance the missions of the Lawrence Livermore National Laboratory in Livermore, CA. Though employed by NWS, the employee will take day- to-day direction from technical personnel employed directly by the research laboratories. Pay, benefits, Human Resource, and Employment Management functions are provided by NWS.

The National Ignition Facility has an opening within the NIF&PS Principal Associate Directorate for a Tesa, Locks & Keys Program Coordinator to support the National Ignition Facility and Photon Science (NIF & PS) Directorate Locks, Keys and Tesa Program. The successful candidate will perform a full range of moderately difficult task-oriented administrative oversight to locks, keys and tesa requirements for NIF&PS facilities. This requires flexibility to multi-task as you will encounter frequent interruptions and be tasked with conflicting priorities.

NIF is a 24/7 operational laser and optics facility and may occasionally require shift flexibility including overtime and/or weekend work as needed to accomplish goals. Some work will occur in radiological environments.

Essential Duties

  • Provide effective coordination support to administrative, scientific, engineering, and technical personnel through technical and administrative knowledge relating to the NIF&PS Locks, Keys and Tesa Program.

  • Using established procedures and guidelines on security requirements and policies, independently answer inquiries, make appropriate referrals, follow through on requests; review, prioritize, and process incoming email. Provide detailed status to supervisor and customers/requesters.

  • Verify access and compliance requirements while also maintaining updated access authorization lists including requesting, issuing, and maintaining locks and keys access in accordance with policy.

  • Maintain accurate level I, II and III key and core custodian records as well as locking plan records in accordance with policy.

  • Submit service requests to LLNL Locks, Keys and Tesa Group as needed.

  • Update and obtain records for all tesa locks under your jurisdiction and load into the tesa database.

  • Manage, maintain, and perform required inventories for all accountable locks, keys and tesa locks under your jurisdiction.

  • Establish and maintain databases, spreadsheets, and tracking/filing systems. Gather information from various sources, compile data and prepare complex reports and presentations.

  • Serve as Operational Security (OPSEC) resource which would involve assessments of NIF&PS facilities and assist in determining facility/program readiness for foreign national visits.

  • Perform other duties as assigned.

Essential Skills, Knowledge, and Abilities

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.

  • Administrative knowledge and experience including accurate keyboarding, editing, grammar, and proofreading skills; advanced knowledge of office procedures, techniques, and methods.

  • Effective organizational skills, attention to detail, accuracy and follow through.

  • Experience working under limited supervision, in an environment of rapidly changing priorities, deadlines, and frequent interruptions.

  • Effective communication and interpersonal skills necessary to interact with a diverse workforce and represent the organization with all levels of management, internal and external to the Laboratory, using tact, diplomacy, and discretion. Strong Customer Service skills.

  • Problem-solving and decision-making skills necessary to identify and make recommendations for administrative problems.

  • Ability to be self-motivated and flexible, exercising discretion and mature judgment in handling business sensitive and/or classified information, as well as personnel interactions.

  • Intermediate computer skills and experience with Microsoft Office Suite, and database and calendaring software, and the ability to learn new software quickly.

  • Basic understanding of the security lock access process; knowledge of approval, and close-out requirements.

  • Basic understanding of quality controls and their importance to the maintenance and operation of a research facility.

Desired Skills, Knowledge, and Abilities

  • Active U.S DOE Q-level security clearance.

  • Knowledge of LLNL administrative policies, procedures, techniques, and methods.

  • Experience working in a classified environment and handling classified documents.

  • Experience working in LLNL databases, including ServiceNow, EAM and Information Management and familiarity with safety processes, including work control documents.

Special Requirements

Pre-Placement Medical Exam: A job related pre-placement medical examination may be required.

Pre-employment drug test: External applicant(s) selected for this position will be required to pass a post offer, pre-employment drug test.

Anticipated Clearance Level: Q (position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.
