Summary

The Department of Finance and Administration (DFA) Statewide Program Coordinator is responsible for coordinating programs or projects and providing technical assistance to state agencies and institutions of higher education regarding the area of expertise. This position is governed by state and federal law and agency policy.

Functions

Coordinates programs or projects as assigned within and outside the agency by making and reviewing work assignments, collecting and assimilating data and reports, preparing status reports, and may provide program or project performance reports to supervisor. Discusses routine and non-routine issues and problems with agencies and institutions of higher education; reviews, analyzes, and processes requests; meets with requestors to ascertain additional information or reasoning for request or action; interprets and disseminates legislation, policies, and procedures, and ensures state agencies' and institutions' compliance through review of organizational structures or activities. Participates in the review and development of legislation, policy, procedure, action, and guidance in the area of expertise, including accounting, budgeting, and human resource management. Coordinate routine and non-routine process requests and actions with other DFA offices and sections. Performs area of expertise duties in conjunction with annual or biennial needs; assists agencies and institutions of higher education with requirements and justification; prepares or enters system information, including Arkansas Administrative Statewide Information System (AASIS), and/or Planning, Budgeting, and Administrative System (PBAS), etc. Responds to executive and legislative information requests and represents office at meetings as required or requested. Coordinates written and electronic communication items with state agencies and institutions of higher education. Represents office at meetings inside department and externally. Performs other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of state and federal laws and regulations relating to area of expertise. Knowledge of the principles, methods, and practices of public administration and program development. Knowledge of accounting and financial management, budget management, and/or human resource management. Knowledge of state accounting, budgetary, human resource, and payroll policies and procedures. Knowledge of information technology systems related to area of expertise. Knowledge of leadership practices and procedures. Ability to interpret and apply laws, rules, regulations, executive orders, policies and procedures. Ability to evaluate the effectiveness of systems, programs, policies, procedures, and guidelines. Ability to plan, coordinate, and evaluate assigned activities engaged in a broad range of functions. Ability to utilize information technology systems related to area of expertise. Ability to prepare and present oral and written information and reports. Ability to prepare proposed legislation, policies, and procedures for the implementation and administration of area of expertise. Ability to interpret, analyze, and resolve highly complex administrative, financial, and human resource problems and issues. Ability to plan work objectives and operational activities and coordinate the work of others.

Minimum Qualifications

The formal education equivalent of a bachelor’s degree in accounting, finance, economics, business administration, public administration, or a program - related area; plus five years of progressively more responsible experience in accounting, budget administration, fiscal analysis, or a program - related area.

Office of Accounting – Financial Reporting Section - The formal education equivalent of a bachelor’s degree in accounting; plus, two years of progressively more responsible experience in general accounting or fiscal management. OR The formal education equivalent of a bachelor’s degree in accounting; plus, one year of progressively more responsible audit experience.

Licenses

Office of Accounting – Financial Reporting Section - Must meet the State Board of Public Accountancy education eligibility requirements to be licensed as a Certified Public Accountant in accordance with State Board of Public Accountancy Rule 3.11. Must possess a valid Arkansas driver’s license if in-state travel is required. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB-RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
