NGMS is seeking a strong and influential Manager Property and Asset Management 2 to lead segments of Mission Systems Sector Government Property reporting to the Manager Property and Asset Management 3. This position will lead and manage a team of approximately 5-10 that include professionals and non-exempts. Government Property is one of the six DFARS business systems that requires a knowledgeable-in-Government-Property and a compliance-minded person.
This manager will have a strong command of FAR [Federal Acquisition Regulations] part 45 and all its related regulations including the DFARS, agency-specific regulations and prime customer tailored terms. This candidate will also have a working knowledge of DCMA [Defense Contract Management Agency] and DoD [Department of Defense] Procedures, and Guides as they pertain to regulatory compliance and Government-required tools such as the GFP Module within the Procurement Integrated Enterprise Environment (PIEE). This candidate will have experience with answering to PMSA’s [Property Management Systems Audits] and GPAs [DCMA – employed Government Property Administrators] inquiries and focus areas. This candidate will have experience with addressing and responding to CARS (Levels 1-3) and corresponding CAPS (Corrective Action Plans). In some cases, this could require diplomatically and tactfully defending and supporting NG. This candidate will have experience and track record in preparing RCCAs. [Root Cause and Correction Actions]. This includes for both internal company audits, Contractor Self Assessments, and external Government audits. This candidate will have familiarity with company procedures and experience with writing, improving, or developing either program-specific or company (or potentially a sector or business unit) procedure(s), in accordance with corporate-wide strategies and policies. This knowledge will extend into not just Property Procedures, rather how other disciplines within the company impact, interact with and affect the function of Government Property.
This position will reside in Linthicum, Maryland and be No Less Than 90% in the office.
What You’ll Get to Do:
Responsibilities will include:
Offering inputs to proposals, contracts, modifications to contracts that identify risks and offering risk mitigations. This includes direct support as required or managing the support to your staff. When support is solicited or questioned or challenged by NG Program Office, this candidate will respond without appreciable direction. This candidate will have the ability to interface with Government Leadership and NG Company leadership demonstrating critical influencing skills. This candidate will have the ability to crisply provide situational awareness and status briefings – both verbally and in presentation format.
This candidate will possess experience or ability to identify and prepare performance metrics and analytics to continually assess the health and compliance of the Government Property organization.
This candidate will have a record of recruiting, interviewing, hiring, mentoring, developing, and retaining employees. This includes a history of providing performance reviews and ratings. This candidate will conduct periodic staff meetings and offer opportunities for engagement, development, and exposure to their staff. This candidate will set and operate to a budget and justify variances.
Qualifications:
Basic Qualifications:
A Bachelor’s degree with a minimum of 8 years of experience in Government Property (or adjacent/equivalent field) or a Masters degree with a minimum of 6 years of experience in Government Property (or adjacent/equivalent field). We will consider 12 years of relevant experience in lieu of a degree.
5+ years’ experience in lead/supervisory capacity.
Experience counseling, coaching, developing and motivating staff of professionals and non-exempts.
Experience working with diverse levels of internal / external customers i.e. DCMA, OEM Customers.
Understanding of asset management principles, theories, and concepts as well as strong working knowledge of FAR Part 45, (52.245-1), the NASA and DFAR Supplements and DoD regulations related to property management.
Current active DoD SECRET clearance with goal of obtaining a TS Clearance and other Agency Specific Clearances as Required
Preferred Qualifications:
Active DoD TS and other clearances/accesses
Sustaining NPMA Participation and or Certifications
Familiarity with SAP, DoD PIEE GFP Module.
Working knowledge of the DCMA Government Property Guidebook.
A current member or future member of the NG Corporate Government Property Working Group with inclination to support via committee lead or like participation.

Salary Range: $112,200 - $168,400
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
