Defense Finance and Accounting Service FINANCIAL SPECIALIST in Limestone, Maine

Summary Who May Apply: United States Citizens. Pay for first time hires to the Federal Government will typically be set at step 1 salary range for their respective grade level. This announcement may be used to fill other positions within the OPERATIONS; DIR/SITE SUPPORT OFFICE Directorate. This is NOT a REMOTE/VIRTUAL position. Everyone selected for this position will have to reside/relocate to the LOCAL Commuting area of DFAS-Limestone, ME. Responsibilities Coordinates tasks with counterpart Defense Finance and Accounting Service (DFAS) Centers and DFAS-HQ as necessary. Provide oversight on all Congressional inquiries to ensure research is conducted, management updates produced and ensure all inquires are resolved in a timely manner. Recommends improvements to enhance customer service including technological changes, telecommunications and automation requirements, and staffing and training needs. Develops customer service program goals and surveys to measure customer satisfaction for the network. Provides advice and assistance on customer service inquiries; tracks all outstanding customer service inquiries. Prepares detailed reports and briefings of customer service operations and identifies root problems in need of further study or correction. Makes recommendations involving substantive impacts on policies, procedures, systems and operations of finance functions. Provides process improvement initiatives based on knowledge and experience with Access Databases and Excel workbooks/pivot tables. Requirements Conditions of Employment Qualifications This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement. Human Resources will determine your qualifications for each entry grade level based on your interest and the additional following criteria. GS-11 QUALIFICATIONS One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-9) within the federal service, which demonstrates the ability to perform the duties of the position, is required; Coordinates with product line from horizontal perspective to validate work counts, work years and dollar requirements. Specialized Experience Is Defined As: Apply financial fact-finding and investigative techniques/policies to perform studies and analysis of data through statistical process control; Developing and monitor budgetary execution to spend plan targets. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-11 applicants must have served 52 weeks as a GS-9 or higher in the Federal service. GS-12 QUALIFICATIONS One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience Is Defined As: Developing customer service program goals and surveys to measure customer satisfaction for the network, recommends improvements to enhance customer service including technological changes, telecommunications and automation requirements, and staffing and training needs; tracks all outstanding customer service inquiries, prepares detailed reports of customer service operations and identifies root problems in need of further study or correction; also monitoring on-going customer service programs and customer satisfaction surveys to develop new programs and improved means of capturing information and measuring customer responses to services. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. Education GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html). GS-12 Substitution of Education for Experience: Education is not substitutable for specialized experience at the GS-12 grade level. Additional Information Selections are subject to restrictions resulting from the DoD Program for Stability of Civilian Employment. This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.
