City of Lima Director of Public Works in Lima, Ohio

The City of Lima is currently accepting resumes for the position of Director of Public Works. The position is appointed by and reports directly to the Mayor of Lima and involves highly responsible and difficult administrative and technical work involving the planning, organization, direction, supervision and coordination of the operations of the City's Public Works Department. Duties include but are not limited to:

  • Overseeing personnel-related activities of the Department and supervision of Department operations and activities.
  • Establishing and implementing broad departmental planning and operational policies, processes, and procedures in consultation with division heads.
  • Establishing and overseeing implementation of an annual work program defining the objectives of the department's divisions within the goals of the City.
  • Preparing annual budgets, meeting agendas and minutes and various reports for the department and maintaining related records.
  • Developing goals, plans and measurements for the identification and evaluation of the City's public works needs and activities.
  • Developing programs and pursuing financial resources for capital improvement projects to maintain, repair and expand the department's infrastructure networks, including streets, bridges, traffic control devices and transportation and stormwater.
  • Making applications for and administering a variety of state and federal grants-in-aid for capital improvement projects and related planning assistance and operational needs.
  • Review and approval of major public works construction plans and programs.
  • Performing field inspections of public works projects during construction and upon completion to determine status and ensure compliance with City, State, and Federal standards and other requirements.
  • Administration of contracts for the purchase of services, materials and supplies and for public works improvements.

Minimum Qualifications:

  • Bachelor's degree in Public Administration, Business, Architecture, Engineering or related field with seven (7) years progressively responsible public works operating and/or related administrative experience including at least four (4) years in responsible division head capacity, or any equivalent combination of education and experience and training which provides the knowledges, skills and abilities required to perform the work.
