KBR Spectrum Manager in Lexington Park, Maryland

Title:

Spectrum Manager

KBR is seeking a Spectrum Manager, to support the Electromagnetic Environmental Effects (E3) program at NAS Patuxent River, MD. This position is part of a high operational tempo team working to achieve E3 spectrum management, compliance, and supportability for all naval aircraft, support equipment, and weapons systems.

A successful candidate would be expected to perform spectrum management task efforts, which are segments of larger-scale projects/programs. Independently research, review, coordinate, and submit spectrum-related documentation including; Spectrum Supportability Risk Assessments (SSRA), Equipment Spectrum Certification (ESC) requests, Spectrum Frequency Assignment Forms (SFAF), and Host Nation Coordination (HNC) in support of spectrum allocation requests and coordination. Interface with PMAs, Navy Marine Corp Spectrum Center (NMSC), National Telecommunications and Information Agency (NTIA), the Federal Aviation Agency (FAA), and other military spectrum-related agencies.

RESPONSIBILITIES:

  • Initiate, research, review, and submit spectrum documentation including SSRAs, SFAFs, Host Nation Coordination, and ESC requests (DD1494 forms).

  • Research and evaluate characteristics and performance criteria for spectrum dependent systems and equipment.

  • Initiate, submit, and track frequency requests and assignments for systems utilizing electromagnetic spectrum via Spectrum XXI. Track and submit requests for renewals to avoid gaps in spectrum support for testing, training, and fleet operations.

  • Support experimental and developmental frequency proposals for naval systems testing at NAS Patuxent River, and other test and operational locations as required. Coordinate with federal, non-federal, military, and other officials of US and foreign countries in support of E3 spectrum efforts.

  • Navigate and search spectrum and frequency allocation databases for information on systems for which spectrum support may be needed.

BASIC QUALIFICATIONS:

Required Education: BS degree in Engineering or relevant military experience preferred.

Security Clearance Requirement: Secret OR able to obtain and maintain Secret security clearance.

Experience: At least three (3) years of experience in a Spectrum Management or Spectrum Engineering position, or experience as an Enlisted Frequency Manager, Navy Enlisted Classification Code (NEC) 2301.

Other relevant knowledge or experience includes the following:

  • Candidates must be familiar with Spectrum XXI, SFAFs, Host Nation Coordination, Equipment Spectrum Certification, EL-CID, and SSRAs.

  • Knowledge of and experience with DoD spectrum regulatory processes.

  • Knowledge of and experience with national, DoD spectrum certification, and frequency assignment processes.

  • Experience and proficiency with spectrum management tools and databases.

  • Knowledge of and experience with national and international spectrum tables of allocations.

  • Knowledge of and experience with spectrum reallocation and spectrum sharing.
