KBR is seeking a Contractor Program Security Officer (CPSO) to support KBR's Navy customers in Lexington Park, MD.

This role offers an available Sign-on Bonus & Flexible/ Consolidated Work Schedule.

Basic Requirements

Clearance: Active/Current TS/SCI Clearance

Experience: At least three (3) years experience within a DoD environment in either collateral or Special Access Required environments to include...

  • Working knowledge of DoDM 5205.07 Series, Risk Management Framework (RMF), and Joint SAP Implementation Guide requirements, and expertise in developing security-related procedures, processes, and accreditation documents necessary to adhere to these requirements is required.

  • Knowledge of the NISPOM supplements, overprints, and other government regulations (e.g., DoDM 5205.07 Vols 1-4, DoDM 5105.21 M1, JSIG, and Intelligence Community Directive (ICD) standards.

  • Experience with inventory control of documents using an automated document control system is required

  • Experience managing SAPF, SCIF, and/or classified facilities

  • Experience conducting OPSEC review of documents using security classification guides

Duties/Responsibilities

  • Act as a primary Contractor Program Security Officer (CPSO) for multiple programs operating under various contracts.

  • Provide oversight of programs and staff across the enterprise.

  • Implement security measures in accordance with applicable DoD Manuals 5205.07, 5105.21, and 5200.01 volumes, the NISPOM, Joint SAP Implementation Guide (JSIG), as well as other guiding government regulations and local facility procedures, and contract’s security classification specification (DD-254)

  • Create and maintain Standard Operating Procedures (SOP), System Security Plans (SSP), Approval to Operate (ATO), facility OPSEC plan, Fixed Facility Checklists, and appointment letters.

  • Interface with Program Security Officers (PSOs)

  • Identifies program issues and implements corrective actions to identify security problems as directed

  • Monitor the development and execution of a Security Education, Training, and Awareness (SETA) program that includes, but is not limited to, indoctrinations, briefings, foreign travel, couriers, event-driven briefings, and debriefings

  • Review security program requirements for efficiency and standardization

  • Maintain a visitor control and badging system that supports SAP and SCI visit requirements to include timely preparation, receipt, and processing of visit notifications; accurate visitor identification; preparations and destruction of visitor badges; escort uncleared visitors; and verify visitor clearance information using Customer approved databases.

  • Coordinates planning and preparations of new security programs, including proposal preparation

  • Investigates security incidents and violations relating to classified programs and establishes the basis for possible disciplinary action

  • Provides security guidance in specified fields and acts as liaison with specific program customers and sponsor

  • Ensures accuracy of security databases

  • Provide training and development to department employees and manage resources.

  • Manage and track program personnel’s security clearances and program access

  • Perform duties as COMSEC custodian

  • Perform/coordinate testing of instruction detection systems-maintain UL certificate

  • Authorize, monitor/control the use of classified computer systems and other classified hardware

  • Perform self-inspection checklists and go through on-site inspections required by government regulations

  • Maintain personnel folders.

  • Manage customer reporting program (reportable/adverse info)

  • Process classified visit requests and orchestrate organized visits/meetings

  • Provide conference and meeting scheduling and support.

  • Fulfill the duties of the Top Secret Control Officer (TSCO). Responsible for conducting inventories of controlled and accountable material.

  • Candidate will maintain document control/database records to include creation, receipt, dispatch, tracking, and destruction of documents and media through electronic and physical transmissions by policy and facility guidelines.

  • Conduct risk-managed data transfers of classified information by approved policies and procedures.

  • Coordinate with corporate security for personnel clearance processing; process DISS queries and visitor requests, including verifying access authorization.

  • Utilize the Electronic Program Access Request Database (EPAR) system and submit Program Access Requests (PARs).

Additional Notes

Applicants selected may be subject to a government security investigation and must meet eligibility requirements for access to classified information. A Single Scope Background Investigation (SSBI) with Sensitive Compartmented Information (SCI) eligibility completed within the past six (6) years (or currently enrolled in the Continuous Evaluation (CE) Program) is required.
