Veterans Affairs, Veterans Health Administration Budget Analyst in Lexington, Kentucky

Summary The Budget Analyst works at a two-division teaching hospital affiliated with the University of Kentucky (UK) Medical Center at the Lexington VA Health Care System, Lexington, Ky. The affiliation with UK is extremely active and has representation of all major clinical specialties and subspecialties. UK and VAMC Lexington have an extensive number of shared/combined research studies and projects which creates an ever increasing emphasis on privacy and information security of research data. Responsibilities The Budget Analyst will normally work at one of the locations for the two divisions (Sousley Campus or Bowling Campus), but is required to work or be based at either location as necessary. Duties include but are not limited to: Performs routine budget administration functions at the Lexington, KY VAMC in the formulation, execution, and review of assigned portions of the appropriated fund budget of the employing Department of Veterans Affairs Medical Center Formulates and revises the annual budget estimate for base support activities and components (e.g., communications, personnel management, automated data processing, maintenance, supply, and transportation). Researches, compiles, and summarizes data concerning personnel salaries and expenses and similar object class and line item information needed to formulation of budget estimates. Selects and enters budgetary information on a wide variety of related forms, schedules, and reports. Monitors and tracks obligations and expenditures for base support functions throughout the execution phase of the annual operating budget. Verifies that obligations and expenditures occur on a timely basis in accordance with the annual work plan and regulatory controls, and are within amounts programmed. Reports variations in excess of accepted funding limitations to activity managers. Recommends transfer of funds between object class and line item accounts under the same appropriation or allotment when funds needed to cover increases in obligations or expenditures fall within established limits. Checks the accuracy and adequacy of budget justification data submitted in support of .budget estimates or requests for allotments by comparison with source documents (e.g., employment statistics, project reports, payroll records, and supply inventory records). Prepares data summaries for inclusion in routine and special reports on budget execution and applies basic statistical formulas (e.g., cost benefit ratios) to budgetary data to illustrate the effects of changes in levels of funding for current projects. As assigned, performs designated segments of more complex budgetary assignments of higher graded coworkers. For example, prepares the budget estimates for personnel salaries and expenses and supplies and equipment. Drafts procedural guidance to installation managers concerning the format for submission of annual estimates of funding needs. Performs other related duties as assigned. Promotion Potential: This position will be filled at the GS-7 level. This is a career-ladder position. The major duties listed above represent the full performance level of GS-9. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade DOES NOT guarantee promotion to the full performance level. Examples of specialized experience would typically include, but are not limited to: In a developmental capacity, performs routine and recurring budget administration duties; Gathers extracts, reviews, verifies, and consolidates a variety of narrative information and statistical data. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one full year of graduate level education (or superior academic achievement) from an accredited college or university that demonstrates the knowledge, skills, and abilities necessary to do the work of a Budget Analyst. (TRANSCRIPT REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must possess equivalent combinations of successfully completed graduate level education in Accounting or related disciplines appropriate to the position (in excess of a bachelor's degree) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performs routine and recurring budget administration duties; Gathers extracts, reviews, verifies, and consolidates a variety of narrative information and statistical data; Researches guides to extract legal, regulatory, program, and budgetary information for use by the supervisor or higher-graded analysts; Prepares preliminary budget estimates and reviews justifications for a few relatively stable program and/or program support activities. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a masters or equivalent graduate degree or 2 full academic years of progressively higher level graduate education in a related field of study that demonstrated the knowledge, skills and abilities necessary to do the work. You must possess equivalent combination of specialized experience and post high school education as described above that demonstrates your ability to perform the duties of this position. For the GS-09, only graduate education in excess of 18 semester hours (1 years) is creditable. Preferred Applicant: The preferred applicant will be a Budget Analyst with previous experience within the VA. The applicant must have knowledge and demonstrated use of budgetary principles and standards with two years' experience preparing, justifying, reporting on, and executing a budget in a fast-paced environment within the VA. The incumbent would have two years' experience as a fund control point clerk or official and working in the Veterans Health Information Systems and Technology Architecture/Integrated Funds Distribution Control Point Activity (VISTA/IFCAP). The incumbent would have extensive knowledge of VA Policies and Procedures in accordance with U.S. Treasury and VA Regulations pertaining to financial data. The preferred applicant would have two years' experience proficiently utilizing software programs such as Financial Management System (FMS), Veterans Health Information Systems and Technology Architecture/Integrated Funds Distribution Control Point Activity (VISTA/IFCAP), Pyramid Analytics, Rogers Software Development (RSD), SnapWeb, PAID, etc. Preferred applicant would have experience utilizing Microsoft Excel in a professional, financial setting including being able to use and manipulate complex spreadsheets, creating formulas, graphs, macros, etc. and would be proficient in other Microsoft Office applications such as Word and Access databases. Work Environment: Most work is performed in a properly heated and ventilated, air conditioned and well lighted office setting.
