This Design Construction Office Manager may be your opportunity to put your contract management skills and experience to work for the Idaho Transportation Department (ITD).

The Idaho Department of Transportation office in Lewiston is looking a Design Construction Office Manager to work in our Design/Construction section. This position will be working cross collaboratively with departments across the organization to maintain Contracts as well as Grants within Federal Highway Association compliance standards. These employees will be the gatekeeper/coordinator for contractors, consultants, and local entities as it relates to payment and compliance.

Example of Duties

  • Federal Highway Association Contract Compliance Contact

  • Maintain Construction Project Files and Correspondence (set-up and maintenance, retention, paper and digital)

  • Prepare Partial or Final Payment request packages to enable Accounting to process payments to Contractors / Consultant and Local Entities

  • Understanding the contract, the activity and the program requirements and the accounting requirements to get the payment through the system

  • Assist with consultant agreement closure

  • Financial Support for Design Construction Project Manager

  • Project Operating Budget

  • Reconciliations • Project Financial

  • Review insurance certificates and ensure no lapse in coverage

  • Compliance Assurance

  • Certified Payroll Review

  • Subcontract Compliance Review

  • Civil Rights/B2GNOW

  • Provides technical assistance and liaison between Projects Teams and Office of Civil Rights

  • DBE Commercially Useful Function Review

  • Determine DBE Compliance

  • Assist with event coordination/food purchasing

Minimum Qualifications

Some knowledge of:

  • Grant or contract administration

  • Bookkeeping

    Experience:

  • Interpreting, applying and explaining laws and regulations

  • Interpreting narrative or demographic or statistical reports to ensure compliance with laws, regulations or requirements

  • Collecting, organizing and evaluating data and writing a narrative report of findings.

    Desired Qualifications:

  • Experience in the following;

    • Auditing Financial Documents
  • Accounts Payable & Accounts Receivable

  • Financial Reconciliation & Reporting

  • Experience in any of the following systems;

    • AASHTOWare
  • AMS

  • ProjectWise

  • SharePoint

  • MobileInspector

  • TAMS

  • Advantage

  • Federal Aid Contract Compliance
