Job Description

Job Summary:

Teledyne Advanced Electronic Systems (TAES) is seeking a Contract Administrator to conduct proposal review and submittal, contract negotiation, contract administration, and manage close-out activities of government and/or commercial contracts. The Contract Administrator acts as the Company’s primary representative to the customer on contractual matters to ensure contractual requirements of the Company are met. This position will be responsible for supporting the preparation of negotiation position and strategies; analyzing terms and conditions of contracts; review proposals for compliance with regulations and policies; negotiate costs, price, and terms of contracts and modifications; initiate internal documentation and communicate contract requirements internally; support the control of contract costs and profits; coordinate closeout of completed contracts; monitor Company performance on contractual obligations; ensure compliance with schedules for all deliverables; and prepare special reports and analyses as required. Learning and understanding overarching company operations, processes, and procedures and how the Contracts Administrator supports and enhances these operations are key to the success of this role. Tasks and assignments tend to be complex, non-routine and/or require a greater level of expertise. Receives assignments in the form of objectives with goals and process to meet goals outlined. Duties are performed under very limited supervision.

Essential Duties and Responsibilities include the following. (Other duties may be assigned):

  • Negotiates, executes, and administers primarily Firm-Fixed Price contracts issued by industry customers.

  • Responsible for participating in the preparation, negotiation, acceptance, and management of government and/or commercial contracts.

  • Reviews and approves all contractual documents for protection of Company's contractual posture, satisfaction of government specifications and requirements, and adherence to Company policy.

  • Independently negotiates with the customer regarding various issues to include contract terminology, pricing, technical requirements, and scope.

  • Advises management of contractual rights and obligations and provides interpretation of terms and conditions.

  • Performs complex specialized assignments of contract administration.

  • Regularly facilitates the negotiation, award and appropriate documentation of awards subject to the Truth in Negotiations Act (TINA).

  • Interfaces with senior customer representatives and auditors to answer inquires, conduct fact-finding discussions, and interprets contract terms.

  • Identifies risks and obstacles to achieving business goals and provides solutions or seeks assistance.

  • Frequently interacts with program managers, proposal pricing, finance, business analysts, and customer representatives.

Supervisory Responsibilities

This job has no supervisory responsibilities but may include providing technical leadership to lower-level Administrators.

Education and Experience:

Requires a Bachelor's degree (BA or BS) in business administration, contracts, or related field, plus eight (8) years of related experience. Additional experience may be considered in lieu of a degree.

Other Essential Duties

  • Must be able to operate independently, using his/her own technical and professional experience and knowledge in all areas of contract administration.

  • Must have excellent written and verbal communication skills.

  • Contract certificates are desirable, but not required.

  • Candidate must have experience with various contract types (Cost/FFP), have strong working knowledge of the FAR, DFARS, related supplements, and TINA.

  • Must be able to obtain a Security Clearance.

  • Experience with Trade Compliance is desirable but not required.

  • Experience working with large prime contractors preferred.

  • Follows all import/export requirements, consulting with facility import/export personnel as required.

Other Qualifications

  • US Citizenship with ability to attain/maintain government security clearance.
