U.S. Army Corps of Engineers SUPERVISORY NATURAL RESOURCES MANAGEMENT SPECIALIST in Leesport, Pennsylvania

Summary About the Position: Position is within the Operations Division, Northern Area Office, Blue Marsh Lake in Leesport, PA. Responsibilities This is a supervisory position that serves as Natural Resources Manager for a large geographical area, which includes a major reservoir project with complex and complicated natural resource and recreation programs Develop and execute the planning and management of natural and man-made resources and the operation and maintenance of all structures, roads and appurtenances. Direct the execution of these responsibilities through subordinate employees who carry out incumbent's direction of the overall project for which they are responsible. Responsible for the development and implementation of a variety of complex and sometimes controversial natural resource management and protection programs Identify areas where problems reflect endangered resources, limited funding, overcrowding, or underdevelopment. Assure acceptable long term and short term plans are created for management of competing resources on multipurpose public lands. Supervise implementation and coordination of approved mitigation plans and other authorized land management plans Coordinate and manage operation and management of recreation facilities Responsible for the development of budgets, obligations and expenditure schedules and cost estimates. Assures compliance with Federal, state, and local environmental laws and regulations, and administers pollution prevention and abatement programs. Responsible for full-time, seasonal and temporary personnel engaged in the management, operation, and maintenance of lands and water. Attend public meetings to discuss pertinent regulations, laws, and policies governing the use of land, water, and facilities. Specialized Experience: To qualify for this position, you must have at least one year of specialized experience equivalent to the GS-11 level in the federal service. Specialized experience is defined as applying knowledge of federal and state water regulations; and/or experience with developing natural resource management and protection programs; and/or implementing conservation project plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Environmental Law and Regulatory Compliance Oral Communication Technical Competence Writing Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education In addition to meeting the basic requirement above, to qualify for this position you must also meet the education requirements listed below: Basic Education Requirement for Supervisory Natural Resources Management Specialist: A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
