Lilly Facilities Contracted Services Manager in Lebanon, Indiana

Company Overview:

Lilly is currently constructing an advanced manufacturing facility for production of API (Active Pharmaceutical Ingredient) molecules located in Lebanon, IN. This facility is Lilly’s largest investment in manufacturing capacity and is intended to provide APIs for current and future products, including new modalities. This is a unique opportunity to be a part of the startup team for a greenfield manufacturing site, and the successful candidate will help to build the processes and facility to enable a successful startup into GMP manufacturing operations.

Main Purpose and Objectives of Position:

The Facilities Contracted Services Manager is responsible for managing the contracted services for facilities management at the Lebanon Plant 1 API Manufacturing site. The role provides oversight and accountability of the contract services to ensure they are executed safely, efficiently, and cost-effectively to support the site production goals and business agenda.

In the project delivery phase and startup phase of the project (startup expected 2025 to 2027), leadership roles will be fluid and dynamic as we endeavor to support the project delivery, build a new organization, develop and implement the necessary systems and business processes required to support GMP operations, and build the site culture. This will require significant collaboration, creativity and resilience as the site grows to a full scale GMP manufacturing through start up.

Key Responsibilities:

Daily Operations Management

  • Works with end users to define Scope of Work for Requests for Proposals.

  • Works with procurement to negotiate contracts with suppliers to ensure maximum cost savings and value for the organization.

  • Develops and maintains relationships with suppliers to ensure competitive pricing, quality products, and timely delivery.

  • Analyzes supplier performance and identifies areas of improvement.

  • Establishes and monitors Contractor KPI’s and coordinates performance meetings.

  • Establishes and maintains collaborative stakeholder relationships across the organization and evaluates performance throughout all contract phases.

  • Facilitates and participates in communication and integration of services between programs, suppliers and customers.

  • Ensures compliance with contract terms and contractors are compliant with Contractor Safety Management requirements.

  • Develops and conducts supplier audits to actively review and measure supplier compliance and performance.

  • Recommends appropriate remedies that can be taken with suppliers that may have committed breaches.

  • Identifies opportunities with suppliers to gain a competitive advantage and deliver added value to both parties.

  • Monitors the business and execution processes to ensure work is being performed in conformance with site and corporate goals.

  • Ensures consistent work practices are implemented & applied throughout the site and work to identify best practices onsite.

  • Main point of contact for contracted services and responsible for escalation of any issues.

  • Works with all functions to ensure facilities meets the site needs & ensures effective prioritization of activities.

  • Sets expectations for a positive & proactive safety culture.

  • Ensures the company values, standards and policies are communicated to and modelled within contracted services.

  • Ensures ongoing continuous improvement and future planning.

  • Manages the services schedule and resolve competing priority issues.

  • Establishes electronic forms for documentation and monitoring of executed services.

Health, Safety, and Environmental (HSE)

  • Ensures safe work practices of facilities contract personnel.

  • Ensures all potential injuries of contract personnel are reported immediately.

  • Coordinates a contractor safety committee with residential contractors.

  • Investigates/implements safety improvements.

  • Investigate incidents, implement safety initiatives and action items

  • Ensures contractors comply with all HSE regulatory commitments and SOP’s.

Basic Requirements:

  • Bachelor’s Degree in science, engineering, or related technical field

  • 3+ years of experience in supplier relationship management

Additional Preferences:

  • Emergency Response or Emergency Operations Center Experience

  • Previous experience in facility/area start-up environments

  • Demonstrated leadership experience in manufacturing or maintenance.

  • Solid understanding of FDA guidelines and cGMP requirements.

  • Ability to work with a team, make independent decisions, and influence diverse groups.

  • Good analytical/critical thinking.

  • Excellent verbal and written communication skills.

  • Excellent organizational skills and ability to handle and prioritize multiple requests.

  • Knowledge of basic accounting and finance principles.

  • Computer skills; including Microsoft Office Suite.

  • Strict adherence to company philosophy/goals.

  • Computer and business process literate particularly in CMMS.

  • Proven ability to make good use of systems, procedures, & processes.
