Job Description:

80% Oversight and supervision of all basic training, continuing education, and students attending KLETC/CPSL programs.

  • Provides leadership for and oversight of the development of all training programs and the management, assessment, and quality improvement of all training program curricula.

  • Oversees the development and revision of training programs in order to meet community and student needs based on trends in law enforcement and best law enforcement practices.

  • Provides financial oversight for all training programs;

  • Manages and participates in the development and implementation of long- and short-term goals and priorities for all training programs.

  • Ensures all programs are in compliance with applicable laws, regulations, and licensing rules.

  • Directs and supervises current and future training programs, to include the supervision of the Associate Director for Basic Training, the Associate Director for Professional Continuing Education, and the Director of CPSL.

  • Directs all student disciplinary actions and ensures that all student related issues are handled in accordance with KLETC, University of Kansas, and Kansas Commission on Peace Officers’ Standards and Training directives, policies, and procedures.

  • Resolves all requests for academic accommodations under the ADA.

  • Serves as Principal Investigator of Grants and supervises grant employees as necessary.

10% Represents KLETC and the Vice Provost on statewide boards, committees, and commissions. Interacts with the public and/or legislative constituents to represent KLETC.

10% Other duties as assigned.

Required Qualifications:

  1. Master’s degree from an institution accredited by the Higher Learning Commission in a field directly related to law enforcement.

  2. Five years of increasingly responsible leadership experience as a law enforcement agency or training program administrator.

  3. Seven years of supervisory experience.

  4. Effective written communication skills as evident in application materials.

Preferred Qualifications:

  1. Ten years of leadership experience as a full-time law enforcement agency or training program administrator.

  2. Training in leadership and management.

  3. Recent management experience in the coordination and supervision of basic law enforcement training or continuing education law enforcement training programs.

  4. Recent experience in and management of curriculum development and testing programs.

  5. Recent experience in the management and supervision of an agency or organization employing 25 or more FTE personnel.

  6. Experience working with diverse groups of people and organizations.

  7. Experience working with members of the Kansas law enforcement and criminal justice community.

Position Overview:

Hutchinson Campus

The Hutchinson Campus consists of 173 acres with fifteen buildings, including two multi-story residential student dormitories.

The Hutchinson Campus is home to the Kansas Law Enforcement Training Center (KLETC). A unit of The University of Kansas (KU), KLETC serves as the central agency for all law enforcement training in the State of Kansas. KLETC manages a $12 million annual budget, 65 authorized FTE staff (augmented by more than 400 contract/adjunct staff annually), and trains nearly 15,000 students annually in residential, online, and outreach programs. KLETC serves 437 recognized law enforcement and police agencies in Kansas, providing basic training and continuing education programs throughout each fiscal year.

Job Overview

The Director of Programs provides strategic direction, leadership, and overall management of all KLETC campus programs, including the Center for Public Safety Leadership (CPSL). The Director regularly handles detailed, complex issues and problems, interprets, administers, and ensures compliance with Kansas law pertaining to law enforcement admissions, training, and education, balances multiple tasks simultaneously, and makes prompt decisions regarding the administration of training programs.
