Minimum Qualifications This position is not in the Classified Service of New York State, but is covered under New York State Military Law. If selected, current Civil Service employees will lose their seniority within the Classified Service, thereby exempting them from applying for promotional exams within Civil Service.Bachelor's Degree from a regionally accredited college or university, and three (3) years of experience in the environmental field including at least two (2) years of program management.ORAssociate’s degree from a regionally accredited college or university, and five (5) years of experience including at least two (2) years of environmental program management. *PREFERRED QUALIFICATIONS (beyond minimum qualifications):Two years of experience in active or reserve component military membership, Department of Defense (DOD) civilian work, or other related experience with DOD environmental contracts is desirable.ANDMust be proficient in Microsoft Office Suite. Must be able to read and write in English.Must possess and maintain a valid driver's license to operate a motor vehicle in the State of New York. Must report any changes to supervisory chain and State Human Resources (MNHS).Required to have or successfully complete within 90 days of receiving computer access, all training associated with assigned data systems such as SFS, GFEBS and the Statewide Learning Management System (SLMS) and/or other computer training as related to duty assignments. Should related regulations, procedures and requirements change, additional training and/or certifications may be required.In accordance with NGB standards, will be minimally required to obtain and maintain a favorable background investigation, and have an appropriate clearance to allow access to computer networks and restricted areas to determine suitability, loyalty, and trustworthiness. Minimally a National Agency Check (NAC) or National Agency Check with Inquiries (NACI) will be completed - dependent on current regulation, a SECRET clearance may be required. Other combinations of education and work experience gained through military service may be considered for substitution, however, candidate must demonstrate direct relevance to the job duties and abilities noted above and combine to at least seven (7) years of credits and/or full-time experience.At all times, employees MUST maintain +minimum standards in accordance with current agency requirements and directives noted above; failure to do so will subject the individual to disciplinary action, including possible termination.NOTE: Position standards illustrate the nature, extent and scope of duties and responsibilities of the position described. If selected, current Civil Service employees will lose their seniority within the Classified Service, thereby exempting them from applying for promotional exams within Civil Service.Under the direction of the Environmental Branch Chief, The Environmental Specialist 2 senior level position that is involved in managing several key environmental programs within the agency and advises NYARNG personnel with technical assistance/training/implement systemic controls of environmental laws, regulations, and policies. They utilize their technical expertise to provide staff and facilities with the guidance and insight needed to maintain compliance to all applicable State and Federal regulations. The Environmental Specialist 2 coordinates the efforts of the environmental and other regional staff in their specific program areas and regulatory activities. The Environmental Specialist 2 is responsible for a major segment of the office's environmental responsibilities. Such responsibility may include coordination of office effort, drafting rules and regulations, and directing and coordinating environmental review and analysis of various projects and proposals under their jurisdiction.The Environmental Specialist 2 utilizes effective verbal and written communication to interact with a wide variety of groups and individuals. They use their expertise to complete tasks efficiently and communicate effectively at every level. They must be detail oriented since many laws, rules and regulations pertaining to their environmental programs have a direct effect on all NYARNG personnel, facilities, and the public. The position performs responsibilities in accordance with all current and amended, DMNA policies and procedures, federal and state statutes, and where applicable, the contract bargaining agreement and requirements of the National Guard Bureau (NGB), specifically the Master Cooperative Agreement (MCA) and supporting regulations. The position may report to state and/or federal supervisory personnel:Responsibilities include but are not limited to the following:• Manages the Hazardous waste program and advises NYARNG personnel with technical assistance/training/implement systemic controls of environmental laws, regulations, and policies.• Prepare and review environmental documents and technical reports.• Identify and determine relevant interagency technical/policy issues warranting coordination.• Serves as NYARNG’s liaison to EPA, NYSDEC and other regulatory agencies. Tracks regulatory inspections and advises NYARNG personnel with technical assistance as needed.• Manages the Petroleum Bulk Storage (PBS) program Statewide. Maintains Tank registrations, removals/installations, documentation, and permit renewals. • Provides oversight and management of Petroleum Spills at all NYARNG facilities as needed. Responsible for coordination with on-site personnel and with contractors throughout the project.• Oversees Regulatory compliance inspections, aids and administers corrective actions as needed. • Manages the Solid Waste program and collects, analyzes, and prepares data for technical reports.• Responsible for maintaining and updating the Environmental Resource Center for staff training purposes.• Prepares necessary documents in accordance with established guidelines.• Completes and maintains accurate project records.• Ability to train subordinates and others as necessary to operations.• Ability to supervise subordinate staff.• Demonstrate reliability and trustworthiness.• Periodic overtime may be required; at times with short notice.• Complete and attend training as required.• Periodic travel, approximately 25%, will be required (in-state and out-of-state) to other facilities; to attend training; or other requirements related to duties as needed. Travel will utilize various modes of transportation.• Other job-related duties as assigned.• Possesses proven project management skills and experience.• Knowledge of applicable Federal, State, and local environmental legislation, rules and regulations pertaining to Hazardous and non-hazardous waste, spills, training etc.• Proven ability to prepare written material in a clear, concise manner.• Ability to read and analyze technical environmental material and prepare reports as needed.• Completes tasks and other assignments in a professional manner with little supervision.• Must be proficient in Microsoft Office Suite. • Must have strong organizational skills and attention to detail.• Ability to perform tasks with minimal supervision.• Experience in multi-tasking and prioritizing multiple deadlines.• Strong written and verbal communication skills.• Ability to prepare written material in a clear and concise form.• Ability to train and provide instruction other staff.• Ability to work independently or with other individuals in a project/team setting in accordance with supervisory guidance and direction.• Ability to get along with and interact well with different groups of people, including co-workers, management, both Federal and State personnel and the public.• Ability to supervise others.• Ability to read and write in English.• Demonstrate reliability and trustworthiness
