TheJ-Tech IIcontract is one of Arcata's longest standing partnerships. J-Tech II provides engineering and technical services to support research, development, test and evaluation, training missions, and related support activities for the Nevada Test and Training Range (NTTR), Utah Test and Training Range, and China Lake Ranges. We provide test and training support for our customers on JTECH II that includes engineering, operating, and maintaining communications, radar, telemetry, video, RF, and display and debriefing systems, to planning, scheduling, executing, and analyzing large force exercises and tests.

Quality Assurance Engineer II

This position is located in Tonopah, NV.

Job Duties:

Under limited supervision from the Quality Assurance/Data Management Supervisor and oversight from the Quality Assurance Lead/Data Analyst, audits and inspects assigned Annex 2 contract equipment, systems, sites and functions at various locations to ensure work is being performed in compliance with the Enterprise and Annex 2 Joint Range Technical Services (J-TECH) II contract requirements and JT4 policies, plans, and procedures.

Works directly with the Engineering Department to ensure project completions are in compliance with the Joint Range Technical Services (J-TECH) II Enterprise and Annex 2 contract requirements and JT4 policies, plans, and procedures.

Essential Duties and Responsibilities:

Perform tasks necessary to conduct Area, Activity, Special, Outgoing, and Incoming inspections of equipment, systems, sites, vehicles, and services.

Review and provide feedback to the QA Lead for the inspection checklists covering systems and sites that fall under their responsibility.

Ensure Quality Assurance reports comply with JT4, Annex 2, and departmental practices before being submitted.

Ensure inspection reports are accurate and non-conformances are cross-referenced to applicable standards and specifications, as necessary.

Assist QA Lead with internal departmental audits as directed.

Meet and comply with all Arcata and JT4 training requirements for this position.

Ensure reports are finalized within 3 workdays of the inspection conducted.

Make informed recommendations for improvement which provide the basis for acceptance or rejection of corrective and preventive actions to non-conformances, observations, and opportunities.

Maintain audit/inspection documentation and records IAW with JT4/Annex 2 practices.

Perform pre and post inspection research and analysis of equipment/systems for task non-compliance.

Monitor inspections to identify trends for equipment failures or procedural non-compliances, and recommend new metrics or improvements to existing metrics to be used for trend analysis or reporting.

Provide departmental activity status updates as required to the QA Lead/Data Analyst.

Assist in the development of schedules and processes to include procedures, checklists, and work instructions.

Assist in the management of technical orders and ETools for the Technical Order (TO) Distribution Office (TODO).

Perform verification inspections on Time Compliance Technical Orders (TCTOs).

Review updates to external documents for impact on the Quality Management System.

Recommend initiatives to improve the Quality Management System.

Provide configuration and inventory audits for all Annex 2 systems and equipment, as required by the Quality Program Plan (QPP).

Accomplish assigned training requirements on schedule.

Other Related Duties:

Aid in identifying, investigating, and eliminating safety hazards.

Aid in identifying security c ncerns.

Prepare periodic and special reports as required.

Perform related work as required.

Qualifications:

Education:

Associates degree in a field related to Quality Assurance, Communications, Electronics, or minimum equivalent of 2 years' experience in those fields.

Experience:

Have related experience in electronics, communication systems, and/or quality control/quality assurance methodology.

Knowledge, Skills, and Abilities Required for this Position:

Knowledge of Quality Assurance/Control methods, techniques, and procedures.

Ability to read, research, and interpret schematics, plans, Technical Orders/Manuals, manufacturer's manuals, Government procedural documents and instructions, management reports, and other similar documents.

Ability to use Microsoft Office Suite (Outlook, Word, Excel, PowerPoint) and Adobe PDF software applications.

Ability to coordinate and prioritize a variety of activities and projects.

Ability to understand and carry out a variety of complex and technical/administrative instructions.

Ability to search and update databases with detailed information regarding inspections and projects and out brief department supervisors as required.

Ability to communicate tactfully and effectively in both oral and written form with managers, technicians, and similar individuals while maintaining effective work relationships.

Ability to perform moderate physical tasks as required.

Ability to adapt shift changes to accommodate mission schedules, working with peers at all levels of the organization, and interfacing with customer representatives as necessary.

Mode of transportation required is dictated by the J-TECH II contract.

Ability to climb stairs and communication towers as required.

Ability to act independently, with limited supervision, in executing job requirements.

Ability to lift up to 40 lbs.

Ability to traverse rough terrain.

Other Related Duties:

Perform additional related duties as assigned by the DM/QA Supervisor.

Travel:

Participate in Project related activities, such as out of state travel to vendor facilities.

Ability to travel by helicopter to remote locations.

Ability to travel as required to satisfy J-Tech II contract, training, and employee development requirements, as needed.

Be able to stay overnight on location at a company provided domicile for the four-day work week.

*Remote living allowance (RLA) will be provided in addition to base salary.

*Company vehicle will be provided for transportation to and from work.

LICENSES OR CERTIFICATIONS:

Possess and maintain a valid Nevada driver's license.

Be able to obtain and maintain a Top Secret security clearance.

Be able to obtain and maintain a NTTR Tower Climbing Certification.

WORK ENVIRONMENT, PHYSICAL AND MENTAL DEMANDS:

Typical field environment with various workplace hazards, such as high voltage and helicopter travel. Ability to travel as required to satisfy J-Tech II contract, training, and employee development requirements. Be able to drive/travel to remote locations over rough terrain and in various weather conditions. Be able to lift up to 40 lbs. Prolonged sitting while using the computer and telephone, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness.
