Summary This position is a Administrative Officer, GS- 0341-7/9 working in Las Vegas, Nevada for the R8-Desert National Wildlife Refuge Complex. Responsibilities As a Administrative Officer your duties will include but are not limited to the following: Maintain proper financial balances, distributes resources to all activities within planned limitations, and ensures that maximum benefits are obtained from resources. Compiles, consolidates, analyzes, and synthesizes program and administrative support requirements into a unified financial plan considering of needs and cost trends of payroll, travel, supplies, training, and related human resources and materials used to support technical programs. Plans and conducts limited analytical studies of organizational elements and work to identify problems and approve resource utilization, administrative support, and management effectiveness. Advises and assists in determining needs and acquiring equipment, supplies, materials, and repair services on the basis of necessity and availability of funds. Serves as an organization liaison on human resources matters by coordinating organization needs with human resources office requirements; initiating personnel actions; and facilitating the accomplishment of various human resources management programs by analyzing and advising on implications of proposed management decisions. Requirements Conditions of Employment Qualifications Only experience and education obtained by 07/03/2024 will be considered. In order to qualify for this position you must possess the Minimum Qualification. Minimum Qualification [GS-7]: One year of specialized experience comparable in scope and responsibility equivalent to grade GS-5 in the Federal service. Experience is defined as: 1) assisting with tracking and monitoring budgets and expenditures; 2) entering financial/budgetary information into an automated system; 3) assisting in the development of budget projections; 4) providing standard administrative services for an office, such as time and attendance, processing travel authorizations/vouchers, and maintaining records and files; and 5) responding to standard questions about administrative policies and procedures. OR Possess at least one full year of graduate level education in Business Administration or Finance or directly related field that provided the knowledge, skills, and abilities necessary to perform the work of this position. OR Superior Academic Achievement (S.A.A.). S.A.A. is based on (1) Class Standing, (2) Grade-Point Average, or (3) Honor Society Membership. (1) Class Standing: Upper one-third of the graduating class in the college, university, or major subdivision based on completed courses. (2) Grade-Point Average: A grade point average of (a) 3.0 or higher out of a possible 4.0 (B or better) as recorded on the official transcript or as computed based on four years of education, or computed based on courses completed during the final two years of the curriculum; -or- (b) 3.5 or higher out of a possible 4.0 0 (B+ or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final two years of the curriculum. (3) Election to Membership in a National Scholastic Honor Society: Applicants may be considered eligible based on membership in one of the national scholastic honor societies. Freshman scholastic honor societies cannot be used to meet the requirements of this position. OR A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement. Minimum Qualification [GS-9]: One year of specialized experience comparable in scope and responsibility equivalent to grade GS-7 in the Federal service. Experience is defined as: 1) preparing budget projections, financial tracking, monitoring, and reconciling of budgetary reports; 2) identify funding problems, deficiencies or imbalances, and providing solutions; 3) purchasing of supplies and/or equipment, 4) managing property and completing property disposal; and 5) effective communication with superiors, partners and peers. OR Possess a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B or J.D. in a related field, such as Business Administration or Finance and that provided the knowledge, skills, and abilities to perform this work. OR A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement.
