Nature of Work
Assists and advises the Nutrition Manager in Planning, organizing, coordinating, and managing the operations, and planning activities for the Nutrition & Meal Services Programs; provides management oversight for City programs to help maintain the quality of life of the City's Senior and Disabled clients.
Work Situation Factors
Position involves competing demands, performing multiple tasks, working to deadlines, and responding to guest issues. Occasional work beyond normal business hours. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policy.
Physical Factors
Light physical demands; mostly desk work. Frequent to constant use of a personal computer.
Environmental Factors
Work is performed in a standard office environment.

Duties and Responsibilities
Plans, organizes, and supervises Nutrition & Meal Services Programs' operations to achieve the City's strategic plans and goals; exercises independent judgment within general policy guidelines to meet City goals, objectives and directives to provide effective nutritional services for elderly and disabled adults; evaluates and analyzes Nutrition & Meal Services Program issues, and recommends and implements solutions; recommends changes to improve the programs' functions and processes; plans menus for all meal sites, purchasing of food and supplies as well as maintaining a perpetual food inventory.
Manages and monitors the Nutrition & Meal Services Program operations and activities; provides leadership, direction, and guidance in Nutrition & Meal Services Program issues, facilities and operations; coordinates the programs with state, Federal and regional agencies and local community groups; evaluates and analyzes service issues, and recommends and implements solutions within scope of authority; assures Nutrition & Meal Services Programs services and activities are in compliance with all laws, policies, regulations, timelines and goals; reviews and approves project plans, reports and procedures; sets project priorities and assures project deadlines and performance standards are met; develops, evaluates and manages budgets.
Meets regularly with staff to review work in progress, discuss and resolve administrative, workload, and technical issues, and to prioritize and assign tasks and projects; evaluates and analyzes functions, resources, processes, and procedures to identify issues and recommend changes for improvement; interprets applicable rules and regulations within scope of authority to provide leadership and guidance in developing, implementing, and administering policies and procedures.
Manages staff through proper delegation and work supervision to provide appropriate levels of service and resources; coordinates and manages various special and recurring projects, monitors work, evaluates performance, trains, counsels, coaches, and instructs employees in order to meet established goals and objectives; ensures adherence to established policies and procedures to remain in compliance with local, state, and federal regulations.
Collects and analyzes data to prepare and present various special and recurring reports to provide accurate and timely information related to assigned functions and duties; develops and presents information in clear and easily used formats; maintains regulatory compliance by keeping current on industry trends, regulations, and issues; identifies areas of concern for management for review and potential action.
Manages and monitors financial activities of assigned budgets to ensure compliance and meet performance targets and goals; oversees procurement activities for supplies, services, equipment, and other items to assure activities comply with established policies and processes.
Reviews, maintains, and updates records in various formats, mediums, and automated systems to ensure data integrity and adherence to internal controls, practices, and policies; evaluates programs, services, and activities to ensure customer and staff needs are met; demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless services.
Responds to and resolves various complaints, issues, inquiries, and problems as authorized and in accordance with established policies and procedures.
Minimum Qualifications
Equivalent to a high school diploma AND three years experience in a high volume commercial or institutional kitchen including supervisory/lead experience. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.
Licenses/Certification(s)
Valid Class D driver’s license is required. Position requires an acceptable driving record in accordance with City of Las Cruces policy.
Knowledge, Skills, and Abilities
Knowledge of:Principles and practices of administrative management, including personnel rules, cost accounting, budgeting, strategic planning and effective employee supervision; principles, practices and procedures of providing nutritional and meal services for elderly and disabled clients; Federal, State and local laws, rules and regulations affecting community service programs, and food services safety and sanitation practices; grant program and project management record keeping principles and techniques; principles of public record keeping and records management; business and personal computers, and standard business software applications; City organization, operations, policies and procedures.
Ability to: Assess and prioritize multiple tasks, projects and demands; communicate effectively in verbal and written forms; maintain confidentiality of program records and information; establish and maintain effective working relations with employees, representatives from other local, state and Federal agencies, and the private sector.
Skills in: Evaluating Nutrition & Meal Services Program issues, and developing plans for the improvement of the quality of services for clients, and for cost effective management of allocated resources; analyzing and interpreting special issues, evaluating alternatives, and making logical recommendations based on findings; effectively managing and leading staff, and delegating tasks and authority; using initiative and independent judgment within established procedural guidelines; working effectively with a diverse cultural community; reading and interpreting rules and regulations, and effectively advising department staff on program and facility issues.
