Starting annual salary will fall within the range of $63,000 - $67,000.
Paid Bi-Weekly

MINIMUM REQUIREMENTS
Bachelor’s degree in human resources, human services or related field (experience may substitute on a year for year basis provided the experience is directly related)
At least Two (2) years of current or recent experience in HR, Payroll, or Staff Development or related experience.
At least Two (2) years of supervisory or staff oversight experience
At least Two (2) years of experience in training and developing employees.
At least Two (2) years of experience in keeping and approving timesheets for employees, preferably using a Human Resource Information System like PeopleFirst, the State of Florida uses or something similar. current or recent experience working in People First, preferably as an HR user (A, B, C, H, K, R, T or U)
At least Two (2) years of experience working with Microsoft Office at an intermediate level.
Successful completion of Level 2 background screening and due diligence process
PREFERRED QUALIFICATIONS
SHRM or equivalent certification as an HR Professional (certification must be current for consideration)
Two (2) or more years of current or recent experience in HR, Payroll, or Staff Development with the State of Florida
Two (2) or more years of supervisory experience with the State of Florida
Two (2) or more years of experience in training and developing employees with the State of Florida
Two (2) or more years of experience working with PeopleFirst as an HR user (security role code A, B, C, H, K, R, T or U)
Bachelor’s degree or above in Human Resources or certification with an HR track
Certification as a Trainer or Staff Development Professional (college or university certificate, ITW, ATD, CPT, etc. or SHRM or HRCI includes training in HR certification)
Experience working with Learning Management Systems (LMS) or willingness to learn.
Experience working in People First as an HR super user (H role code or above)
Experience working in multiple HR functional areas, especially Attendance & Leave, Employee Relations, Organizational Management, Payroll, Performance Management and Recruitment & Selection
Staff Development & Training experience in multiple areas and functions, including field staff and supervisors.
Experience working at a Proxy level in multiple sections within People First
Experience working with Florida Personnel Rules and Statutes, especially Chapters 22, 110, 112, 119, 121, 435, 440, 447, 448, 760 and all Florida Administrative Code Personnel Rules
Management or supervisory experience working directly in State of Florida Human Resources

POSITION DESCRIPTION
This is a professional, confidential, managerial position responsible for planning, managing, and coordinating the human resource management activities of the human resource team to maximize the strategic use of human resources and maintain functions such as employee classification and compensation, recruitment, personnel policies and regulatory compliance, and coordinates and directs the work of other human resources professionals. This position is responsible for coordinating, developing, managing, and training the human resources activities, responsibilities, and staff for the agency in coordination with, and under the direction of the Human Resource Officer for the agency.
Supervises the human resources analysis and technical assistance provided to all functional areas of the agency.
Directly trains, supervises, reviews, and approves work, and is a backup to all Human Resources Analysts, as needed.
Acts as a team leader in technical research and analysis regarding complex human resource issues to provide service and consultative assistance to managers, supervisors, and employees.
Supervises the development and maintenance of all human resource functions including, but not limited to: Providing Training; Technical Assistance and Consultation; Attendance and Leave; Employee Benefits; Classification and Compensation; Drug-Free Workplace; Employee Assistance Programs; Employee Recognition; Employee Relations; Equal Employment Opportunity / Affirmative Action; Maintenance of All Personnel Records; HR Staff Development; Policy Development and Review; Ensuring Compliance with Laws; Rules and Codes; Developing Procedures; Manuals, Guidelines, Forms and Templates; Researching, Compiling and Analyzing Workforce Statistical Information; Completing State and Federal Reporting Requirements; Performance Management; Recruitment and Selection; Veterans’ Preference; and other HR Related Functions.
Plans, manages, and coordinates the HR training and staff development activities for the bureau, and assists the Staff Development & Training team with the coordination and development of training for the agency.
Assists with administering training through classroom, online, TEAMS, and the Learning Management System (LMS) in the People First Human Resource Information System.
Acts as a Subject Matter Expert for the People First Human Resource Information System for human resources and provides oversight, training, and technical assistance for all personnel.
This is a Select Exempt Service position.
