Job Description The Department of Technology, Management and Budget supports the business operations of the state agencies through a variety of services including Information Technology project delivery, maintenance and support. This position is with the Agency Services area of DTMB. We are looking for a person who understands the value of public service and wants to help us meet the needs of our citizens. This person must be able to communicate effectively both orally and written with other analysts, project managers and with the user both listening and lending professional advice. This person must be able to work in a team focused environment. This position functions as an IT Business Analyst Specialist and expert within a team of technology professionals. As an IT Business Analyst Specialist, the employee serves as the business analyst expert and specialist leading the selection of the IT strategies, policies, processes, and procedures that satisfy proposed business requirements and technical designs while fulfilling the business objectives and goals of Lottery IT projects. Additionally, this specialist position leads the research, development, and implementation of documentation for all Lottery IT systems and applications developed by DTMB Agency Services developers. This documentation includes but is not limited to business requirements, functional design, technical specifications, testing and system/application maintenance documents and diagrams. This individual will lead and mentor other employees within the DTMB AS team to resolve Lottery IT issues and provide expert guidance related to business analyst responsibilities. ITS 14 - Business Analyst Position Description Required Education and Experience *Please submit a copy of your official college transcripts with your application. * Education and Experience Possession of a bachelor's degree with at least 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics. Experience Information Technology Specialist 14 * Three years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12. Alternate Education and Experience An associate's degree with 16 semester (24 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, mathematics or equivalent; and at least two years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12. OR At least an educational level typically acquired through the completion of high school and at least three years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
