Science Systems and Applications, Inc. Proposal Development Manager in Lanham, Maryland

Science Systems and Applications, Inc. (SSAI) is seeking a Proposal Manager to support our New Business proposal efforts. The Proposal Manager will work with managers, scientists, engineers, IT professionals, analysts, and other subject matter experts through interviews or extrapolation of new or existing material to gather and understand information to facilitate writing, integrating, editing, and producing proposal content. This individual will also provide guidance and support to junior business development staff, and will be responsible for coordinating and scheduling the proposal effort. As a member of our Business Development Team, the selected candidate will have an active role in the Business Development process, including responsibility for the following:

  • Providing leadership and management for the development of fully compliant proposals in response to Government Requests for Proposals (RFPs), Requests for Quotes (RFQs), Requests for Information (RFIs), and Task Order proposal requests.

  • Developing, reviewing, and submitting Win Plans, SWOT analyses, teaming options, proposal schedules, and strategic themes and discriminators

  • Authoring a wide variety of correspondence required by Government/Industry requests (e.g., RFIs, RFPs, Evaluation Notices, Orals Presentations, and Task Order Proposals)

  • Leading and participating in meetings with Business Development and technical teams to address customers' requirements, as well as leading color team reviews, and other presentations

  • Ensuring adherence to current regulations and processes.

  • Researching and learning new emerging technologies and trends.

  • Working with our technical writing team to develop and maintain proposal reference material, standard operating procedures, guides, and other materials to be used during pursuit efforts.

    Required Qualifications:

  • Bachelor’s degree (B.S.) in a technical discipline and a minimum of 8 years of experience in writing and managing technical and selling proposal documents; or equivalent combination of education and experience.

  • Experience and ability managing the entire proposal process from identifying opportunities to award/debrief

  • Excellent verbal and written communication skills with the ability to work with diverse teams in a fast-paced environment

  • In-depth knowledge of how to analyze a solicitation and structure a proposal to be compliant, responsive, and compelling

  • Hands-on experience, managing/writing proposals for professional services (science, engineering, and information technology) in commercial or Government contracting environments for customers such as NASA, NOAA, USGS, EPA, and others

  • Direct selling experience through customer meetings, conferences, and societal meetings

  • Ability to work independently through situational issues and use problem solving skills to achieve desired project outcome.

  • US Citizenship required

    Desired Qualifications:

  • Experience using the Shipley or similar method for proposal management

  • Ability to use multiple Configuration Management (CM) software products and tools as needed, such as Sharepoint and QorusDocs and Customer Relations Management (CRM) such as Salesforce and HubSpot.

  • Skilled in grammar, punctuation, and styles typically used in proposal writing

  • Active Secret or Top Secret security clearance

    Physical Requirements: While performing the duties of this job, the employee is regularly required to stand, walk, and use hands to touch, handle or feel objects, tools or controls. The employee frequently is required to talk and hear and occasionally required to reach with hands and arms and stoop, kneel, crouch, or crawl. Must regularly lift and/or move up to 10 pounds, and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, peripheral vision, depth perception and the ability to adjust focus.
