Pricing and Contracts Analyst

Systems Integration, Inc. is seeking a Pricing and Contracts Analyst to be involved in all aspects of government and commercial pricing and contracts. You will be responsible for assembling pricing models for price quotes, and work as part of the finance team to create price quotations that are part of responses to solicitations, coordinate and gather level of effort estimates, labor category rates and descriptions, and build pricing models according to solicitation instructions. You will prepare proposal cost volumes with supporting documentation in compliance with FAR and internal estimating policies and procedures. The proposals will document the estimating basis, methodology, and underlying support for proposed amounts. You will also support management reviews, customer audits and proposal negotiations, plus prepare explanations of cost estimates for presentation. You will work closely with project management leads to develop services labor hour estimates, and working with vendors, subcontractors, and procurement to develop a current consolidated priced summary bill of material. You will also be responsible for full life cycle administration of government and commercial contracts, subcontracts, and agreements and assist with managing corporate contract operations. The position requires attention to detail, the ability to create required contractual documents in accordance with the FAR, the ability to analyze unique contractual situations, and the ability to create appropriate contractual documents to minimize potential risks.

Duties and Responsibilities:

  • Monitor and review solicitations, RFPs/RFIs, screen and qualify opportunities, lead or support (as needed) the development of proposals through its various phases and color review teams, and submittal of proposal;
  • Support proposals, conduct price and cost analysis and negotiate price and price related terms. Work in conjunction with interdisciplinary team ensuring contracting/subcontract requirements are met as determined by established deliverables; ensure adherence to those deliverables, communicate milestones and commitments;
  • Evaluate thoroughly the subcontract proposals for compliance and risks to the solicitation ensuring all aspects to requirements are considered from pricing or cost to include the management volume;
  • Price and/or cost volume lead responsible for understanding and communicating RFP requirements, developing and presenting cost and price briefings, pricing proposals, analyzing cost data, and recommending pricing approach to upper management;
  • Interface with the proposal team (senior managers, technical leads, contracts and finance) to ensure proposal costing is in compliance with all Cost Accounting Standards and procedures;
  • Facilitate the timely development of cost volume and cost elements in accordance with technical, management and cost specifications of an RFP;
  • Perform cost/price analysis and develop pricing templates and models to evaluate different strategies and "what-if" scenarios;
  • Develop complex pricing strategies and perform risk and cash flow analysis;
  • In-depth understanding of FAR and accounting practices including audits, cost pools, rates, bid rates, and analysis of contract cost data;
  • Research and understand competitive environment for comparable solutions and services and apply that to developing pricing strategies;
  • Support monthly project and review cycle, post award, on an as needed basis;
  • Author, execute, manage contracts, subcontracts, agreements, and purchase orders cradle to grave and provide contracting subject matter expertise;
  • Negotiate contract terms, pricing, performance, schedule;
  • Coordinate with clients, subcontractors, and vendors regarding project budgets, travel, consent to subcontract, contractual revisions, and other contractual matters;
  • Perform cost/price analysis of subcontractor bids and propo als;
  • Monitor invoices/budgets against contracts and mitigate cost overruns;
  • Ensure compliance with government contracting requirements, FAR, AMS, DCAA, other applicable regulatory bodies and policies / regulations, and contract finance requirements, and identify corporate solutions to meet compliance;
  • Coordinate with Program Managers to provide guidance on contractual requirements and ensure contract requirements are fulfilled;
  • Monitor and review solicitations, RFPs/RFIs, screen and qualify opportunities, lead or support (as needed) the development of proposals through its various phases and color review teams, and submittal of proposal;
  • Oversee government small business reporting and certification requirements;
  • Participate in operations of the company and special projects as required, and continuously identify ways to streamline the procedures and processes for Contracts and overall Operations.

Basic Qualifications:

  • Bachelor's Degree in or related field;
  • 6+ years' experience with government contracting pricing and contracts;
  • Must have solid knowledge of general accounting principles and practices along with specific Federal contract accounting experience, GSA pricing/audits, cost accounting standards and FAR/DFARs knowledge;
  • Excellent communication skills (both verbal and written).
