Marijuana Enforcement Division

TheMarijuana Enforcement Division (MED)is a dynamic and innovative regulatory agency tasked with licensing and regulating the commercial Medical and Retail Marijuana industries in Colorado. First formed in 2010 as the Medical Marijuana Enforcement Division, the MED has developed a leading-edge approach to commercial marijuana regulation and is considered a global regulatory and industry leader. The Division implements legislation, develops regulations, conducts regulatory and criminal investigations, issues business licenses, engages in outreach and education initiatives, and enforces compliance mandates using a range of intervention strategies necessary to maintain a progressive and robust regulatory framework. Job Duties:

Thisposition serves as the Program Manager over the Business, Intake, and Occupational Licensing teams and the Licensing Director's primary advisor and designee on all operational licensing-related matters for the Department’s Regulated Marijuana program. The position's primary duty is directing the daily operations of multiple licensing-related work units. The position oversees and ensures that policies and guidelines for the implementation of licensing processes and services are conducted in a manner consistent with statutes and rules to achieve the regulatory and enforcement goals of the Division and the State. The position provides leadership to several professional employees involved in licensing and administration. The position sets performance standards and establishes goals for these work units and for the functions in which they are involved. As the Program Manager, the position develops staffing and procedures for the Division’s licensing functions across all offices, advises on and implements service enhancements, and determines the appropriate deployment of resources to support the Division’s mission and goals.

Administration & OperationsManagement

  • Oversees all aspects of occupational and business licensing

  • Provides direction on the daily operations of multiple licensing-related work units

  • Monitors trending concerns and activity within the regulated community and provides feedback to the Director of Licensing for direction and guidance.

Data Management and Reporting

  • Collects, retrieves, organizes, and interprets licensing and application information collected through a variety of databases to produce internal and external reports.

  • Utilizes data to inform or forecast resource needs and management of workload.

  • Understand fee setting and fee structure and monitor new fees based on new legislation or changes in process.

Policy and Legislation Implementation

  • Provides feedback and direction on policy and legislative matters that impact the licensing program.

  • Tasked with implementing multiple new pieces of legislation as well as the rule-making that accompanies new law.

MINIMUM QUALIFICATIONS:

Experience Only:

Nine (9) years of relevant experience working in a regulatory environment that receives and processes applications or issues professional licenses , managing the daily operation of multiple work units integrating those units with the agency’s mission and goals, developing and directing implementation of policies and guidelines, establishing staffing, addressing customer service matters, and directing the implementation of policies, rules, and regulations.

Education and Experience:

A combination of related education and/or relevant experience working in a regulatory environment that receives and processes applications or issues professional licenses, managing the daily operation of multiple work units integrating those units with the agency’s mission and goals, developing and directing implementation of policies and guidelines, establishing staffing, addressing customer service matters, and directing the implementation of policies, rules, and regulations equal to nine (9) years.

    Conditions of Employment with the CDOR :

    Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.
