Responsibilities Participates in the accomplishment of a wide variety of lease acquisitions in support of the BLM lease acquisition program. Provides technical assistance to the field in implementing directives, resolving difficult operations problems, and develop strategies and plans to assure quality realty support programs with the BLM. Implements all required National Operations Center (NOC) Real Estate Leasing Services process procedures. Advises on how to coordinate, monitor and ensure timely execution of contracts to support timely occupancy of BLM leased facilities. Creates office real property space Agency Specific Requirements to include Service First requirements, adjacencies and special needs. Determines real property space reduction methods. For GS-09: You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity. Specialized experience is defined as experience researching and compiling data from internet and agency sources; work preparing standard real estate leasing documents using templates and examples from data research and compilation efforts; experience with creating, reviewing, and editing Microsoft Word and Excel documents; experience taking direction, receiving guidance, and receiving feedback/critique on work product from Supervisor and team members. Experience collaborating in a team environment and providing customer service. -OR- Education: You may meet the qualification requirement by substituting graduate education for experience. To be creditable, you must show that you have master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. For GS-11: You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level. Examples: experience researching and compiling data from internet and agency sources; work preparing standard real estate leasing documents using templates and examples from data research and compilation efforts; experience participating in site reviews and inspections for lease compliance; experience with lease file administration, communications with stakeholders, lessor's and customers. -OR- Education: You may meet the qualification requirement by substituting graduate education for experience. To be creditable, you must show that you have three full years of progressively higher-level graduate education leading to a PhD or LLM, if related. - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Physical Demands: The work is primarily performed while sitting, but may require bending, walking, standing while inspecting office and storage real property space, or carrying light objects such as floor plans and contract file folders. In addition, frequent travel to remote locations is required by the position. The incumbent may be required to drive for 3 or 4 hours to reach remote BLM field offices. Work Environment: The work is usually performed in an office-like setting. However, there may be occasional exposure to risks when making on-site inspections or properties, particularly undeveloped property or property under construction. The work may require climbing stairs, climbing onto roofs, descending into basements, and standing on ladders or support to check building features above a suspended ceiling. Inspection of buildings under construction may require precautions such as wearing protective equipment.
