About the Work Unit

The Executive Director's Office (EDO) is the backbone of the Colorado Department of Public Safety, providing effective administrative and management services to the Department's operating divisions. The EDO includes the following:

  • The Executive Director and Deputy Executive Director – Oversees strategic direction and operations for the department.

  • Administrative Services Office - Provides division and department-level administrative and support functions encompassing accounting, purchasing and contracts, budget, logistics services (fleet, warehousing, material management and fabrication) and property services (property management, leasing, facilities maintenance, construction project management and insurance programs) to support the operations and programs of CDPS divisions.

  • Human Resources Office - Supports recruitment, hiring, evaluation, benefits management, personnel actions, payroll and all other human resources functions.

  • Compliance Office – Manages Departmental Policy, Risk Management, Workers Compensation Program, Workplace Investigations, Internal Auditing, Rulemaking, and ensures compliance with state and federal requirements and the State’s LESO 1033/1122 programs.

  • Colorado Integrated Criminal Justice Information Systems – develops cost-effective information sharing services to provide access for criminal justice agencies while maintaining information security. CICJIS is a collaborative program designed to facilitate information sharing at key decision points in the criminal justice process. There are five participating CICJIS agencies: the Department of Corrections, Judicial, the Colorado District Attorney’s Council, the Division of Youth Corrections, and the Colorado Bureau of Investigation.

  • Office of School Safety – assists local schools and communities to create safe and positive school climates for pre-k through higher education schools in Colorado.

ABOUT THE JOB

This position exists to lead other property management professionals in proactively identifying opportunities to optimize the Department's real estate portfolio through strategic acquisitions, dispositions, and lease negotiations and lease management. In coordination with the Property Services Director and Compliance Office, this position develops and implements innovative property related policies and procedures to enhance the efficiency and effectiveness of real estate operations in the Department. This position represents the Department in negotiations with property owners, developers, and other stakeholders, leveraging their real estate, leasing and property management expertise to achieve favorable outcomes. Serves as the primary point of contact and liaison with the Real Estate Program in the Office of the State Architect. The primary focus for this position is acquiring, managing, leasing, or disposing of real property and improvements. The role involves negotiations for property and tenant rights, managing leases of state-owned property and handling the sale or trade of land and property improvements. The position entails managing and overseeing state-owned properties. This includes negotiating property and tenant rights, managing leases, and facilitating the sale or exchange of land and property enhancements.

KEY RESPONSIBILITIES

Leasing, Property Acquisition and Property Management

Leads all leasing, property acquisition and property management efforts for the department. Independently determines the most effective processes for negotiating property acquisitions and property leases, considering factors like market value, legal requirements, the Office of the State Architect regulatory environment and departmental needs. Develops innovative solutions for complex relocation issues, ensuring compliance with department, fiscal, procurement, state and federal regulations while minimizing disruptions to affected parties. Analyzes and interprets diverse data sets, including property appraisals, real estate and leasing market trends, and legal and contract documents related to property acquisition, disposition or leasing to inform acquisition and leasing strategies. Adapts established industry standard real estate principles and negotiation techniques to address unique challenges posed by property conditions, ownership structures, and competing interests. Serves as a technical expert and resource for colleagues and agency leadership on real estate and leasing matters.

Branch Level Work Lead and Budgetary Oversight

Functions as a work leader for the Property Management Branch overseeing and synchronizing the work product of the Insurance Program Administrator and the Kipling Campus Manager providing essential synchronization and integration of those capabilities into the acquisition, disposition and leasing efforts of the department. Develops priorities and allocates workload for the Insurance Program Administrator and Kipling Campus Manager. Reviews the work product from both positions and is responsible for teaching and integrating cross-functional skill sets related to real estate, leasing, property management and insurance into both positions to ensure continuity of operations. As the branch work lead, makes recommendations to the supervisor for approval or disapproval of personnel actions and requests.

Space Planning

Conducts comprehensive space planning and utilization analyses for both leased and owned properties to optimize the Department's real estate portfolio utilization. Develops and implements space allocation plans that align with current state standards, current and projected programmatic or operational needs, ensuring efficient and effective use of available resources. Regularly collaborates with departmental stakeholders to assess space requirements, identify potential efficiencies, and implement space optimization strategies.

Experience Only:

Seven (7) years of experience relative to the role in any of the following areas

  • residential or commercial leasing agent involved with reviewing, or drafting leasing contracts

  • real estate agent or real estate portfolio manager involved with reviewing, or drafting purchasing contracts

  • commercial or residential property manager responsible for multiple properties, and involved with reviewing, or drafting property management contracts

  • experience managing organizational budgets, working with fiscal or procurement rules

Education and Experience:

A combination of related education and/or experience relative to the role in any of the following areas equal to seven (7) years:

  • residential or commercial leasing agent involved with reviewing, or drafting leasing contracts

  • real estate agent or real estate portfolio manager involved with reviewing, or drafting purchasing contracts

  • commercial or residential property manager responsible for multiple properties, and involved with reviewing, or drafting property management contracts

  • experience managing organizational budgets, working with fiscal or procurement rules

REQUIRED COMPETENCIES AND SKILLS

PREFERRED QUALIFICATIONS AND/OR SPECIAL QUALIFICATIONS

  • Credentialing or documented experience recognized by industry associations such as the Institute for Real Estate Management (IREM) is preferred and considered advantageous for this role.

CONDITIONS OF EMPLOYMENT

  • Requires successful completion of an extensive background investigation including reference checks, a polygraph examination, and fingerprint based criminal background check is required

  • Must be Colorado resident at the time of application

  • Must have a Colorado Driver's License

  • Will be required to travel to department owned facilities or prospective leased facilities across the state with a state vehicle and perform on-site visits, site inspections, and facilitate acquisition transactions such as property closings at an off-site facility.

  • Must have or must be able to acquire and maintain at state expense a Real Estate license during the first twelve months of employment.

  • This position has routine contact with members of law enforcement who carry firearms. Exposure to firearms carried in a visible and professional capacity is a normal part of this role and should be expected on a daily or weekly basis

  • Office operates between 8:00 am and 5:00 pm, M-F (Some flexibility with schedule)
