Bureau of Reclamation Physical Security Specialist in Lakewood, Colorado

Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Physical Security Specialist. Duty Location: Lakewood, Colorado Responsibilities The purpose of this position is to serve as a technical expert for the Security Division in risk mitigation and will serve as a security specialist for the management, formulation, coordination, and oversight of assigned physical security project functions. The Security Division has responsibility for developing and/or supporting all aspects of Reclamation-wide Security Programs, carrying out security and functions affecting Reclamation's mission objectives; and providing liaison with the Department of the Interior (Department), other agencies, and outside groups and organizations. Program expertise is used to provide assistance, coordination, and support to the Commissioner, the Mission Assurance and Protection Organization, and the Regional and Area Offices in all aspects of Reclamation-wide Security Programs. The duties include: Travel to Reclamation facilities to assist with electronic security components and systems to assess, design, install guide, train, troubleshoot, repair, replace etc., electronic security components and systems. Assists in advising Reclamation management in security techniques in physical security and electronic security; recommends methods for enhancing effectiveness of security systems through physical security modification and applications of evolving technology; and evaluates and makes recommendations on how to implement Departmental and Reclamation policies and guidelines. Participates in the analysis, assessment, and evaluation of vulnerabilities, security threats and mitigation of risks to Reclamation assets. Evaluates the effectiveness of existing electronic security systems and practices. Recommends the type of control requirements, procedures, and systems needed; determines whether personnel are adhering to established policies, practices and safety requirements; and recommends appropriate actions to correct deficiencies. Assists in the development, engineering, evaluation, and provision for installation of protective systems and other devices to ensure equipment and facilities are not compromised, sabotaged, stolen, misused, or subjected to terrorist, malicious mischief, or other acts of willful interference. Provides technical expertise on security system designs, engineering and complex construction plans. Assists with planning, designing, development, administering, reviewing, and ensuring the quality assurance and management of technical and physical security system renovation and new construction projects. Assist facilities and the Security Program with activities associated with physical and electronic systems that support the security mission directly or indirectly, such as with uncrewed aircraft systems (UAS) programs,, secure spaces, program/project management, data management, administrative duties as needed. To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service which includes: working as a team member in group responsible for designing and installing electronic security systems, providing technical review of electronic security system plans prior to installation, and providing remote trouble shooting for field personnel. OR You could otherwise qualify on the basis of Education having successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Note: You must attach a copy of your transcripts.). OR You may combine specialized experience and education to meet the minimum qualifications. To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service which includes: independently designing and installing electronic security systems, providing technical review of electronic security system plans prior to installation, and providing remote trouble shooting for field personnel. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 10/25/2024. Education This vacancy announcement allows substituting education for experience at the GS-11 grade level.
