Bureau of Reclamation Personnel Security Specialist in Lakewood, Colorado

Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Personnel Security Specialist. Responsibilities Duties at the full performance level include: Assists in reviewing and processing requests for background investigations on civilian employees, contractors, and volunteers assigned to Reclamation. The investigations consist of Tier 1 (Low Risk, Non-sensitive Positions), Tier 2 (Moderate Risk, Public Trust Positions), Tier 4 (High Risk, Public Trust Positions), Tier 3 (Non-Critical Sensitive, National Security Positions), and Tier 5 (Critical, Special Sensitive, National Security Positions). The incumbent has responsibility for administering all aspects of the program that encompasses the preparation and processing of background investigation paperwork for employees and contractors assigned to Reclamation. This includes performing screening of documents to determine eligibility of applicants and to ensure they are administratively correct and to use the NP2 portal messaging system to retrieve eDelivery of closed Reclamation background investigations to distribute to personnel security and suitability program specialist and regional specialists when appropriate. Reviews and processes requests for background investigations on civilian employees, contractors, and volunteers assigned to Reclamation. The investigations consist of Tier 1 (Low Risk, Non-sensitive Positions), Tier 2 (Moderate Risk, Public Trust Positions), Tier 4 (High Risk, Public Trust Positions), Tier 3 (Non-Critical Sensitive, National Security Positions), and Tier 5 (Critical, Special Sensitive, National Security Positions). Adjudicates Tier 1, Tier 2, and Tier 3 investigations. Prepares suitability case summaries concerning issues identified in the investigative reports, which contain actionable information, which could have an impact on employees or applicant's continued employment. Determines employment suitability based on regulations at 5 CFR Part 731. Determines the adequacy and completeness of the investigation and other means by which data is collected; evaluate the authenticity, accuracy, and pertinence of the data to the case, and requests additional information if needed. Inputs and updates information into the Personnel Security and Suitability Program (PSSP) case management database, DOIAccess system and Central Verification System (CVS). Responsible for monitoring and re-validating security clearances in Central Verification System (CVS). Assists with enrolling new national security positions in the Defense Counterintelligence and Security Agency (DCSA) Continuous Vetting (CV) program. Coordinates with the Servicing Human Resources Office (SHRO) and Regional Personnel Security Leads for posting employee Certificate of Investigations in eOPF. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. To qualify at the GS-07, you must possess one year of specialized experience equivalent to at least the GS-05 grade level in the Federal service. Specialized experience is defined as two or more of the following: 1. Applying basic principles, policies, and methods of security administration in order to complete assignments; 2. Preparing and updating reports and statistics for use within a personnel security program; 3. Initiating background investigations and reviewing forms for accuracy and completeness before case is released for investigation 4. Providing advice and guidance to customers on submitting required documents for background investigations. 5. Making pre and post appointment Suitability Determinations IAW 5 CFR 731. OR You could otherwise qualify on the basis of Education having 1 full year of graduate level education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR Superior academic achievement. OR You may combine specialized experience and education to meet the minimum qualifications. To qualify at the GS-09, you must possess one year of specialized experience equivalent to at least the GS-07 grade level in the Federal service. Specialized experience is defined as three or more of the following: 1. Applying knowledge of a personnel security program to resolve questions or problems, determine clearance level requirements, and assist in adjudicating background investigations; 2. Analyzing and applying laws, regulations, policies, and/or directives that govern personnel security in order to complete assignments; 3. Utilizing verbal and/or written communication to explain personnel security regulations, procedures, or results to managers and/or employees; 4. Operating office automation equipment to access and maintain electronic security files and documents; 5. Coordinate background investigations assuring appropriate initiation, processing and adjudication; 6. Provide technical advice and guidance to employees, contractors, affiliates, and volunteers regarding a background clearance form submission (e.g. National Background Investigation Services (NBIS) or equivalent; 7. OR Master's or equivalent graduate degree may be credited in those few instances where the graduate education is directly related to the work of the position. OR Combinations of successfully completed graduated education and experience may be used to meet total qualifications requirements.
