Office of the Secretary of the Interior Civilian Pay Technician (Senior) in Lakewood, Colorado

Summary This position is part of the Office of the Secretary of Interior IBC HRD Payroll Operations Division, Payroll Operations Branch. Incumbent will be responsible for providing payroll services using an automated payroll program, covering a variety of pay systems, developing the knowledge and skills of new and existing lower graded Technicians by supporting them with complex payroll services that require research and advanced payroll processing techniques. Responsibilities Serves as intermediary among team members to communicate policy, law, regulatory and procedural changes to process and or assist with processing current and retroactive payroll actions. Maintains functional knowledge of multiple systems, policies, regulations, and procedures to effectively assist customers in the resolution of payroll-related transactions. Researches and reconciles discrepancies that appear in payroll reports that are generated by the submission of Time and Attendance, retroactive pay reports, leave discrepancies in automated systems, adjustments to W2s, and/or bill of collections. Determines the trainee needs, develops job aids to support learning, and reports to supervisors (written and orally) on progress of the trainee. Develops written baseline standard operating procedures to be used as training material and handouts. Requirements Conditions of Employment U.S. Citizenship is required. Qualifications At the GS-07, you must meet one of the following minimum qualifications requirements in order to be considered for the Civilian Pay Technician, GS-0544 position: One year of specialized experience that is equivalent in difficulty and complexity to the GS-06 level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves experience researching payroll processing errors to determine the cause; knowledge of Federal civilian pay and leave rules, regulations, procedures, programs, and system requirements; inputting payroll data into an automated system, to validate, analyze, and resolve routine T&A and payroll inconsistencies. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
