Summary What General Information Do I Need To Know About This Position? Salary: Lakewood, CO: $159,806 (Step 1) to $191,900 (Step 10). Responsibilities The U.S. Geological Survey (USGS) serves as a national catalyst to organize and distribute biological, hydrological, geological, and geographical information and address the specific needs of the Department of the Interior and its land and resource managers. The USGS is the Nation's largest water, earth, biological science and civilian mapping agency, working in cooperation with more than 2,000 organizations across the country with numerous international communities to provide reliable, impartial, scientific information to resource managers, planners, and other customers and partners. Science Analytics and Synthesis (SAS) is a key component within the Core Science System Mission Area. SAS emphasizes an analysis and synthesis approach to providing scientific information on Earth systems, including focus a on science data lifecycle . We strive to accelerate research and decision making through data science, information delivery, advanced scientific computing, and biogeographic science. SAS is comprised of Business and Technical Services, Advanced Research Computing (ARC), Biogeographic Science, Science Data Management (SDM), and the USGS Library. The USGS Library, authorized by Congress in 1879, is recognized as one of the world's largest Earth and natural science libraries providing services, collections, and expertise essential to the USGS mission. Our librarians facilitate research by ensuring seamless access to the literature of the earth and natural sciences - anytime, anywhere. SAS Science Data Management provides Bureau-wide leadership to optimize and share USGS science data, share effective management practices, and support various data workflows and repository functions. Our data scientists and information managers partner with discipline scientists to ensure USGS science is findable, accessible, interoperable, and reusable for future generations. Advanced Research Computing (ARC) provides training, consulting, and access to high performance computing resources. Working side-by-side with researchers, our computer scientists and research facilitators help to expand the scope and scale of scientific discovery and expedite the delivery of science products to stakeholders. SAS Biogeographic Science focuses on understanding and characterizing terrestrial, aquatic, and marine species, and ecosystems through development, maintenance, and integration of a suite of synthesized data systems used to conduct biodiversity assessments at regional to national scales. Our biologists, ecologists, and geographers conduct applied research on species, their habitats, threats, and protections to inform management of species, lands, and waters. Business and Technical Services supports the information technology, finance, and administrative needs for the organization. As the Associate Program Coordinator, Science Analytics and Synthesis Deputy Director within the Science Analytics and Synthesis Office, some of your specific duties will include: Shares responsibility, including delegated authority, with the SSAR Program Coordinator, USGS Chief Data Officer, and SAS Director for the overall Program planning and strategic direction of a diverse technical portfolio that provides national capabilities for the USGS and DOI in data science and analytics, high performance computing, library collections, and biogeographic mapping. Develops SSAR Program budget initiatives, justifications, and communicates Program performance in support of DOI and Administration priorities. Coordinates science initiatives with other USGS Budget Programs, DOI, and other federal agencies to broaden the impact of the work and gain support. Defines SAS program goals, integrated research agendas, and allocates the funding and human resources necessary to achieve goals. Oversees the operations of the diverse SAS programs and professional staff composed of natural and computer scientists, data managers and infrastructure staff. Resolves project conflicts with resources, personnel and political issues, sometimes ending or starting projects that affect organizational structure, funding and staffing. Develops policies and guidance and ensures appropriate SAS internal controls are in place for the proper management and expenditure of resources. Identifies new program initiatives based on USGS, DOI and Administration priorities. Introduces efficiencies to improve program operations, streamline processes through automation and technology, and develop needed policy. Supervises senior managers that supervise scientific, technical, and support staff, including subordinate managers, exercising a wide range of supervisory responsibility. Physical Demands: The work is mostly sedentary. Occasional travel for site visits is required. Environment: The work is usually performed in an office setting. Supervisory Probationary Period - This position requires completion of a one year supervisory/managerial probationary period, if one has not previously been completed. Qualifications For GS-0150: BASIC EDUCATION REQUIREMENT: Applicants must meet A or B below to satisfy the basic education requirement for Geographer, all grade levels. Degree in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. A combination of education and experience-- courses equivalent to a major in geography, or a related field that included at least 24 semesters hours in geography or related fields, as shown in "A" above, plus appropriate experience and/or additional education. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. A. Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of education and experience--courses equivalent to a major, as shown in A above (24 semester hours or the equivalent in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position), plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. For GS-1301: BASIC EDUCATION REQUIREMENT: Applicants must meet A or B below to satisfy the basic education requirement for Physical Scientist, all grade levels. A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours or the equivalent in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. *OR B. A combination of education and experience--education equivalent to one of the majors shown in "A" above (24 semester hours or the equivalent in physical science, engineering, or mathematics) that included at least 24 semester hours or the equivalent in physical science and/or related engineering science as described above, plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. Qualifications Continued: For GS-1410: BASIC EDUCATION REQUIREMENT: Applicants must meet A or B below to satisfy the basic education requirement for Librarian, all grade levels. A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree; *OR B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. Examples of such experience may include maintaining and updating the electronic catalog of library holdings; maintaining an accurate record of the journal holdings; contacting other libraries and arranging interlibrary loan of or copying of material and obtaining reference lists and bibliographies from other's sources; performing literature searches in a computerized database by using knowledge of subject-heading structure and logic of search information; utilizing the computer to access library databases, online journals, online library services, the internet, and electronic mail to identify and obtain information for library users; and conducting research on technical and scientific information. For GS-1550: BASIC EDUCATION REQUIREMENT: Applicants must meet the following to satisfy the basic education requirement for Computer Scientist, all grade levels. Bachelor's or higher degree in computer science OR a bachelor's or higher degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. For GS-15: In addition to the Basic Education Requirement as described above, applicants must meet the following to qualify for the GS-15 level: One year of appropriate professional experience that is in or directly related to the duties of the position to be filled is qualifying if it is equivalent to at least the GS-14 level in the Federal service, and if it equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position. Examples of such experience may include: Skill in leading, formulating, directing, and performing program planning activities at a multi-million budget level per year.
