Summary This solicitation is utilizing the Direct Hire Authority (DHA) for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: You will serve as a Maintenance Worker for the project office. Responsibilities At the WG-05 and WG-07 levels, the duties are developmental in nature leading to the full performance level of WG-08 The duties are described at the WG-08 level. Maintain and repair project facilities such as dams, buildings, public restrooms, campsites, picnic areas, park roads, etc. Perform dam operation and maintenance duties including computing and making flood releases, inspecting, repairing and maintaining the appurtenant structures and systems of the dam and participating in the annual dam inspection Perform maintenance duties to include mechanical, electrical, welding, carpentry, plumbing, painting, and water treatment operation. Apply standardized methods, procedures and techniques to maintain and repair equipment such as, hydraulic gates, hoists, hangers, hydraulic pumps, water system pumps, and stand-by generators. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. WG-05 Minimum Qualifications (Screen Out Element): Ability to do the work of a Maintenance Mechanic without more than normal supervision. Must have experience performing common maintenance and repair tasks on mechanical equipment, utility systems, buildings, and/or other appurtenant structures and property. Failure to meet this Screen out Element will result in an ineligible rating. WG-07 Minimum Qualifications (Screen Out Element): Ability to do the work of a Maintenance Mechanic without more than normal supervision. Must have experience performing the full range of maintenance and repair tasks on mechanical equipment, utility systems, buildings, and/or other appurtenant structures and property subject to frequent inspection. Failure to meet this Screen out Element will result in an ineligible rating. WG-08 Minimum Qualifications (Screen Out Element): Ability to do the work of a Maintenance Mechanic without more than normal supervision. Must have experience performing the full range of maintenance and repair tasks on mechanical equipment, utility systems, buildings, and/or other appurtenant structures and property subject to occasional inspection. Failure to meet this Screen out Element will result in an ineligible rating. PHYSICAL EFFORT: Uses moderate physical effort to stack, load, unload, move and carry tools, equipment and materials ranging in weight from 10 lbs to 50 lbs unassisted. Occasionally lifts heavier objects with assistance (e.g., using a hand truck). Required to reach, walk, stand, stoop, bend, kneel, crawl and work in tiring and uncomfortable positions. Occasionally works in cramped quarters, or from ladders, scaffolds or platforms. WORKING CONDITIONS: Work is performed inside and outside in all types of weather (e.g., heat, cold, rain, wind, etc.) and usually in a dirty, dusty and/or greasy environment. Incumbent is exposed to the possibility of broken bones, electrical shocks, burns, cuts bruises, maimed fingers and scrapes. Occasionally is required to wear uncomfortable protective clothing. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. A one year probationary period may be required. Direct Deposit of Pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is an Installations Career Field (CF) position. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs ARE NOT authorized, based on a determination that a PCS move is not in the Government interest. If selected at the WG-05 or WG-07 level, there is non-competitive promotion potential to the WG-08 level. Career ladder promotions are not guaranteed. An employee can only be promoted when they demonstrate the ability to work at a higher level, and when the promotion is in line with the agency's authorized ceiling and staffing policies. Additionally, the decision to promote lies with an authorizing official, who makes that determination based on a number of factors. Veterans Preference does not apply since DHA eliminates competitive rating and ranking. Military Spouse Program (MSP) preference is not applicable since a Best Qualified group will not be identified. Salary details: FWS table W212R WG-05= $20.63 - 24.08 per hour WG-07= 23.56 - 27.46 WG-08= 25.06 - 29.23
