Hourly Pay Range (Minimum - Midpoint - Maximum):

$56.418 - $72.797 - $89.176

The stated pay scale reflects the range that Sharp reasonably expects to pay for this position.  The actual pay rate and pay grade for this position will be dependent on a variety of factors, including an applicant’s years of experience, unique skills and abilities, education, alignment with similar internal candidates, marketplace factors, other requirements for the position, and employer business practices.

What You Will Do

Emergency Preparedness is committed to the mitigation, preparation, and response to hazards within Sharp HealthCare as well as the communities that Sharp HealthCare Serves. Emergency Preparedness promotes safety as a value with the goal of supporting the mission of Sharp HealthCare by helping staff, physicians, patients, and visitors take an active role in preparing for and responding to disasters that may impact Sharp HealthCare, both natural and manmade.

The Regional Entity Emergency Manager provides entity-specific support and guidance to facilitate the system emergency preparedness program.

Under administrative direction, manage, supervise, and coordinate the activities and operations of the emergency preparedness program to ensure the regional entities', and therefore Sharp HealthCare's, readiness for, response to, and recovery from disaster events. This position conducts disaster operations specific education, training, site support, and disaster supply inventory for the assigned site.

Under the guidance and direction of clinical and operational leadership, this position ensures that all regulatory disaster documents are completed as required and returned to system disaster preparedness. This position is expected to support all SHC entities and business operations throughout the system as directed. In the absence of the director, this position will be delegated interim full authority for the health system's disaster preparedness operations.

Required Qualifications

  • Bachelor's degree in healthcare or safety related field.

  • 5 years' experience in emergency preparedness.

  • Experience and leadership positions with disaster response organizations such as Medical Operations Center, FEMA, Red Cross, National Disaster Medical System (NDMS).

  • Experience in designing, overseeing, facilitating, and evaluating multi-entity large scale disaster exercises and drills.

  • Experience drafting comprehensive Hazard Vulnerability Analysis, including conducting comprehensive assessments of individual HVAs to determine and articulate regional assessment of Hazards.

  • Experience overseeing After Action debriefs and drafting comprehensive interdisciplinary and actionable After-Action Reports using SMART goals.

  • Experience in a multi-agency Disaster Preparedness mitigation, planning, response, and recovery.

  • Experience writing, implementing, and evaluating annexes.

  • Driver's License - CA Department of Motor Vehicles.

  • Regulatory Compliance Co-Chairs the entity Disaster Committee and represents the entity in internal and external committees and workgroups as required, including but not limited to: Emergency and Disaster Preparedness Subcommittee, Safety Management Subcommittee, Facilities Environmental Subcommittee, site safety and disaster committees, San Diego Disaster Coalition, Emergency Department Disaster Collaborative. Provides feedback on policies and procedures and ensures entity compliance with such policies. Facilitates the provision of department records in compliance with regulatory guidelines, and as necessary to support Sharp HealthCare preparedness operations. Investigates, researches, and makes recommendations to system and entity leadership regarding implementation of best practices and regulatory requirements with respect to emergency management.In collaboration with the Emergency Preparedness Clinical Educator, this position is responsible for ensuring that the entity is compliant with disaster preparedness education and training as required by The Joint Commission (TJC), Cal/OSHA, Centers for Medicare and Medicaid Services, California Department of Public Health, California Environmental Protection Agency, California Department of Toxic Substances Control, and other applicable regulatory agencies.Facilitates bi-directional information sharing between the entity and the system Disaster Preparedness. In collaboration with the clinical leadership co-chair, represents the entity at the system Emergency and Disaster Preparedness Committee.Analyzes the effectiveness of entity emergency preparedness programs and develops or improves programs to ensure applicable regulations are met and optimal mitigation, preparedness, response, and recovery are maintained. Identifies gaps in entity preparedness as compared to federal and state emergency preparedness requirements.Facilitates bi-directional information sharing between the entity and the system Disaster Preparedness. In collaboration with the clinical leadership co-chair, represents the entity at the system Emergency and Disaster Preparedness Committee.Analyzes the effectiveness of entity emergency preparedness programs and develops or improves programs to ensure applicable regulations are met and optimal mitigation, preparedness, response, and recovery are maintained.   • Education, Training, and Drills Facilitates the entity’s coordination and participation in internal, county, and state-wide disaster drills. Using the MSEL provided by system emergency preparedness, collaborates with the clinical educator and entity leadership to determine injects that meet both regulatory parameters and the needs identified in the entity HVA.As directed, implements emergency preparedness initiatives, plans, and annexes, including Burn Surge Plans, Mass Casualty Events, Cybersecurity Events, Natural Disasters, Civil Unrest, FluPan Response, Biochemical Response, and all other disasters both natural and manmade.With insight and feedback from entity leadership and the entity disaster committee, facilitates the completion of hospital and clinic exercise/disaster performance and critiques. Identifies and records 'action items' from entity exercises and activations. Reports on 'action items' at monthly Emergency Disaster Preparedness Committee meetings. Shares education with other entities as requested.Provides ongoing education on NIMS/HICS to entity leadership.Provides insight on effectiveness of decontamination contracts, drills, education, and response.

  • Disaster Response Supports and/or acts as Incident Commander in the entity Incident Command, or other roles as necessary, by role modeling active participation in Incident Command activations. Supports entity leadership in overseeing continuity of operations development, maintenance, and compliance. Advises system and entity leadership in effective completion and testing of continuity of operations (COOP) plans. Assists hospitals with Command Center organization before and after activations or exercises.Communicates effectively with the Corporate Command Center. Supports the entity in reviewing, analyzing, and responding to requests supplies and equipment, including food, water, and shelter. Provides entity specific management of disaster supply inventory and collaborates with the Emergency Preparedness Program Manager on the procurement of necessary disaster supplies.

  • Implementation of the Emergency Management Program across the EntitiesProvides guidance to site regulatory officers and leadership on the direction of emergency operations at the entity.Reviews the entity’s Emergency Operations Plans, Continuity of Operations Plans, and all applicable annexes and validates for compliance with necessary regulatory standards.Supports and facilitates entity disaster planning exercise and Code Triage activations, including ensuring the completion of documentation, after action reporting (AAR) and subsequent follow up. Ensures compliance with regulatory requirements and in accordance with the Hazard Vulnerability Analyses.Facilitates the entity review and completion of all AAR, reports to system Disaster Committees, system Emergency Disaster Preparedness Subcommittees, and the County.Facilitates the site and system annual hazard vulnerability analyses review and completion.

  • Daily Operations Represents the regional entities in disaster preparedness planning at the system level.Facilitates the implementation of emergency preparedness at the entity. Manages the overall operations of emergency preparedness, including ensuring regulatory compliance and overall program management. Facilitates continuous improvement.Facilitates the implementation of strategies and programs to meet changing regulatory and community demands and ensures protection and consideration of the public interest. Provides broad-spectrum technical expertise and knowledge to balance regulatory, county, state, and federal requirements with entity specific staff, patient, and visitor needs.Facilitates the implementation of policies, procedures, practices that enhance the preparedness, health, and safety of Sharp HealthCare in a just and equitable manner.Provides subject matter expertise to support operations, including response to hazards and continuity of business operations, hazard investigations and follow-up. Responds to disaster related issues or hazards and takes corrective action, implements controls, or makes recommendations based on the severity of the situation.Maintains a collaborative team environment. Facilitates operational initiatives to meet or exceed service standards and expectations throughout Sharp HealthCare, as well as external partners. Conducts business in a timely and respectful manner.Maintains active collaborative relationships with entity stakeholders by continuously soliciting feedback and responding appropriately. Consistent, timely response to requests for assistance are honored and appropriate actions are taken or recommended. Collect, evaluate, and report performance monitoring standards to identify performance improvement opportunities.Intervene when conditions exist that pose an immediate threat to life, health, or pose a threat to damage equipment or buildings.
