Negotiates the resolution of budgetary differences among the interrelationships of the various projects for the operating organizational elements of the district. Reviews reports and other material to prepare from various sources which give the project estimate for each item of work under each assigned project, and the proposed costs for these items for the current year, budget year, and subsequent years. Continuously reviews progress being made in the various phases of the operating programs and keeps managers/supervisors abreast of program status, availability of funds, costs, alternatives, etc. Develops recommendations to managers on necessary revisions or reprogramming required both within projects and between projects. Monitors the accounts for local interests’ contributions to ensure that adequate funds are available to fund ongoing and immediate future work. Reviews correspondence and requisitions for withdrawals from the escrow accounts. Requirements Conditions of Employment Qualifications NOTE: All deployment tours are limited to a maximum length of 2 years total unless Mission changes require an extension; approval is required. *Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 13 months by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of 2 years. Time-limited reassignments and changes to lower grade may exceed 2 years with command approval, however return rights may be impacted. *Current Army employees, this will be a temporary reassignment, promotion or change to lower grade. Current Department of Army Civilian Employees Applying on Time-Limited Assignments In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: analyzing the productivity and effectiveness of budget/programming operations to meet program management schedules and monitoring all project funds through the reporting database of district budgetary funding and work programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above). You will be evaluated on the basis of your level of competency in the following areas: Decision Making Financial Management Oral Communication Technology Application Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). All qualification requirements must be met within 30 days of the closing date of this announcement. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
