Purpose and Scope

Administers and analyzes a variety of professional Sr. Human Resources (HR) functions in areas to include labor relations, employee relations, employment law, recruitment, benefits, training and development, and policy/procedures,

Job Duties and Essential Responsibilities

Serve as labor relations representative assisting in the administration of 3 individual Collective Bargaining Agreements supporting over 300 represented employees. Participates in employee relations issues by assisting in conducting internal interviews, preparing interview notes and investigation reports as required. Monitor and manage Ethics point investigation system for active claims. Administers Human Resources Information System data entry for assigned Human Resources (HR) function ensuring approved documents have been received and comply with company policies and employee laws. Interface between Business Unit, third party administrators and corporate office. Conduct analysis of Human Capitol data weekly, monthly and quarterly. Advise management and staff of relevant corporate personnel practices, policies and procedures and recommends changes where appropriate. Research and recommend to HR management the development and implementation of new plans, processes, and communication tools concerning assigned HR function. Train appropriate employees on assigned HR function and monitor post-training for accuracy. Responsible for in-processing/out-processing employees in accordance with company Standard Operating Procedures (SOP); ensure approved documents have been received and comply with company regulations and employment laws. Set up and facilitates meetings supporting or updating employee concerns. Perform badging functions for interviews, new employees, and as necessary. Develop and coordinate internal job posting program and writes job postings. Review candidate interview sheets, applications, work history, education, training, job skills and salary requirements in compliance with Company guidelines. Assist with Annual Performance Management process and provide management guidance. Troubleshoots employee issues/concerns and develop solutions. Audit assigned HR function for compliance with internal and external policies and legal guidelines. Research and monitors federal, state, local laws and government regulations that pertain to assigned HR function. Track and report ad hoc information on assigned HR function as required by the management staff and/or corporate office. Distribute and update information pertaining to HR functions. Within Company policy and NASA regulations assist in the investigation of employee complaints and disputes. Perform all other duties as required.

Education and Experience Requirements

Minimum of 5 (five) years of experience in human resources or related field may be substituted for each year of the four (4) years of college. Bachelor’s degree in an associated discipline.

Preferred Qualifications:

Demonstrate proficiency in Microsoft Applications. Strong knowledge of human resources laws, regulations and administration that pertain to HR function (i.e., Equal Employment Opportunity, Family Medical Leave Act and American Disabilities Act). Working knowledge in Workday is preferred. Working knowledge of EthicsPoint. Hands on knowledge for HR function assigned to specific position, i.e., recruitment, training and development. Possess a high degree in proficiency in HR functions and attention to details. Knowledge of Collective Bargaining Agreements and the Service Contract Act is strongly preferred. Experience in conducting internal employee relations investigations Professional Human Resources certification is preferred.

Other Requirements:

  • Must be a U.S. citizen and be able to obtain and maintain required clearances/badges as required by program and position

  • Must have the ability to communicate in English, both verbal and written in an effective manner.

  • Must have and maintain a valid driver’s license.

Work Environment, Physical Demands, and Mental Demands:

This position involves work typical of an office environment with no unusual hazards; occasional lifting to 20 pounds; constant sitting with use of computer terminal; constant use of sight abilities while reviewing documents; constant use of speech/hearing abilities for communication; constant mental alertness; must possess planning/organizing skills and must be able to work under deadlines. Field work will consist primarily of site walk downs in support of design projects and system trouble shooting Site hazard training and Personal Protective Equipment are provided.
