POSITION SUMMARY

Responsible for overseeing the agency’s housing programs and residential placements. Coordinates with accounting department to ensure efficiency of housing funds. Maintains knowledge of HUD guidelines and fair market housing. Completes initial and annual housing inspections. Acts as liaison with landlords/property managers/Residential Care Facilities regarding housing needs and problem solves barriers which impede successful housing. Provides education and consultation to CS Workers and other agency staff regarding housing matters. Provides training and oversight to onsite apartment program staff. Provides education and resources to consumers via individual and group contacts.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The essential functions include, but are not limited to the following:

• Responsible for maintaining the agency Housing Programs (SCLS Vouchers, Oak Ridge Estates, and Apartment programs), and managing application process, referrals and waitlist.

• Collaborate with DMH/SCLS related to placement of/or with registered sex offenders when necessary.

• Coordinates/conducts initial interview with consumers as housing unit becomes available; collects needed documentation to issue housing voucher or apartment program unit.

• Acts as consumer liaison/advocate with Landlords to ensure completion of owner’s packet and ensures landlord complies with fair market rent; remains in contact with landlords regarding rent calculations, problem solves with landlord’s regarding issues related to: rent payments, overdue repairs, lease violations, etc.

• Ensures completion of initial and annual housing inspections for housing vouchers as well as initial and annual inspections of Apartments and communicates with Owners regarding maintenance issues.

• Communicates practices with CS Workers and Supportive Living Staff to ensure housing program guidelines are in compliance.

• Monitors progress on housing goals when issues arise to provide additional oversight.

• Acts as the agency liaison in community coalitions related to housing and promote collaboration amongst other housing and social service agencies in the area.

• Maintains knowledge of HUD guidelines and Fair Market Housing to ensure accuracy and legality of housing dispute resolution. Acts as representative/advocate for consumer if involved in dispute leading to a housing hearing.

• Oversees the Interim Assistance Reimbursement (IAR) forms to ensure the agency receives recovery funds and calculates amounts to be recovered in coordination with accounting department.

• Works in coordination with the Accounting Department to develop/maintain spreadsheets to record and monitor monthly rents and payments are made, including tracking monthly/quarterly/yearly spending. Review monthly reports with CPR Director to ensure the greatest efficiency in use of housing funds and to maximize the number of consumers served.

• Maintains ongoing working relationships with Landlords, providing mediation when needed to address issues which could interfere with successful housing sustainability for consumers (i.e. nonpayment of rent, overdue repairs, suspected substance abuse in unit, etc.).

• Oversees the transfers of SCL funded consumers from one service area to another per DMH/DBH policy and SCL protocol for region to region transfers.

• Acts as liaison between Landlords/Property Managers, 811 Property Management, RCF administrators and the agency regarding rent calculations, adjusting accordingly due to income changes.

• Works closely with CS Workers to coordinate housing needs and assist with problem-solving behavioral issues which could be impacting successful housing.

• Reconciles monthly housing reports to ensure accuracy.

• Utilizes CIMOR as needed to review benefit status. Problem solves with CS Workers regarding entitlement issues which may interfere with successful housing.

• Trains new CS Workers on the agency’s housing processes and be available for staff when housing questions/concerns arise.

• Works in coordination with Director of CPRP, CPRP Supervisor, and CFO in the development of housing plan to address SCL decentralization. Develops/implements strategies to expand housing options; converting state contracts to agency contracts regarding residential care facilities

• Works collaboratively with SCL Case Manager and accounting.

MINIMUM QUALIFICATIONS (KNOWLEDGE, SKILLS, AND ABILITIES)

Education:

• Bachelor’s Degree in related field required

• Active driver’s license and minimum state-required auto-insurance.

• CPR/First Aid Certification required

Experience Required:

• 1 to 3 years of position related experience preferred

Required Knowledge:

• HQS (Housing Quality Standards) Certification-the agency will assist & cover cost

• Knowledge of behavioral health diagnosis and symptoms.

• General knowledge of community resources and/or the willingness to research as needed
