PAY RANGE: Sr DSM Evaluation Mgr: $79,100 - $105,400

Lead Evaluation Mgr: $93,100 - $124,100

Scheduled Work Hours: Monday - Friday, 8:00 a.m. - 5:00 p.m. (Additional hours as required)

Summary of Primary Duties and Responsibilities:

Provides leadership, program recommendations, resources and activities for program evaluation for demand-side management to achieve Residential/C&I energy efficiency and demand response program targets and corporate incentives.

The primary objectives of the position are:

  1. Lead and manage the Company’s evaluation, measurement, and verification (EM&V) efforts for the company’s energy efficiency and demand response programs in meeting energy and demand savings goals identified in Missouri Energy Efficiency Investment Act (MEEIA) and Kansas Energy Efficiency Investment Act (KEEIA).

  2. Develop program recommendations and strategies related to each states’ evaluation approaches such that the Company achieves the maximum accurate amount of program net savings and demand at the conclusion of the program plan.

  3. Engage third party EM&V consultant(s) during program implementation, check implementation results to proactively identify evaluation risks, and substantiate Company reported savings.

  4. Engage externally with utility energy stakeholders to provide insights into the evaluation process and build trust and confidence in the results through transparency and technical rigor.

Duties and Responsibilities:

  • Manages overall relationship and deliverables as related to the measurement and verification of programs performed by third party EM&V consultant(s).

  • Provides management and leadership to a variety of stakeholder collaboratives designed to build common understanding and consensus of approach relative to the evaluation of energy efficiency and demand response programs.

  • Represent Evergy during key discussions and negotiations with EM&V consultant(s) on EM&V plans, survey instruments, and provide review and approval of draft and final EM&V reports while negotiating collaboration with external stakeholders and state auditors, as applicable.

  • Represent Evergy at key EM&V presentations and proceedings and at EM&V industry conferences.

  • Establish relationships and collaborate closely with EM&V contractors and regulators (as necessary) to drive innovations and improvements to EM&V frameworks and new approaches to measuring demand side management savings.

  • Works closely with other functional areas of the Company including Resource Planning, Regulatory, Budgeting, Accounting and Legal.

  • Works equally closely with key external stakeholders (including other electric utilities in both Missouri and Kansas, Public Service Commissions, Consumer Advocate organizations, Department of Natural Resources, environmental activist organizations, state legislators, FERC Commission).

  • Actively participates on local, regional, and national organizations with a primary focus on energy efficiency and/or demand response, support delivery, and track success of Company’s evaluation process through Company’s tracking tools. Tracks and reports the progress of the overall portfolio of demand-side management (DSM) programs against goals, objectives, timelines, and budgets.

  • Work closely with product and services team to identify remediation measures to improve cost effectiveness of programs as identified in annual EM&V reports.

  • Assist in the design of DSM programs with Products and Services team.

  • Assist in the preparation, development and filing of the demand-side resource plan in the Missouri integrated resource plan (IRP) regulatory filing and the associated annual plan update, as required and as applicable.

  • Files reports as necessary to regulatory agencies per MEEIA rules and KEEIA.

  • Provides direct project management as required.

  • Researches new developments in techniques and enabling technologies within the energy efficiency and demand response markets.

  • Assists in the oversight of the net system benefits calculations and review.

  • Knowledgeable of DSMore modeling to evaluate third party evaluator’s comments and recommendations.

Qualifications

Education and Experience Requirements:

  • Bachelor’s Degree from an accredited college or university required. BA or BS Degree in Marketing, Engineering, Economics, Business, Statistics or related field is preferred. Masters degree preferred.

  • 8-10 years of experience in working with utilities and/or other public entities, preferably on energy EM&V activities.

  • Advanced research or evaluation training preferred. Mastery of Microsoft office products, with an emphasis on Word, Excel, Access, and Power Point. DSMore knowledge a plus.

Skills, Knowledge, and Abilities Required:

  • Familiarity with working with large data sets, specifically to utility meter data, collection and data storage is a plus.

  • Knowledge of statistics and statistical approaches to calculations including statistical software packages, like R and Python is preferred.

  • Strategic thinker, anticipating obstacles and opportunities while maintaining a long-term, big picture view.

  • Solid analytical and/or project management skills – such as meeting project deadlines within scope and within budget.

  • Direct experience with “change” management. Success is dependent upon the ability to relate to a variety of personalities and achieve consensus when introducing new or different approaches.

  • Builds rapport and develops alliances with a broad range of people and key stakeholders, including regulatory commissions, utility clients, EM&V consultants, and internal staff. Adjusts communication style to meet the needs of individuals at various organizational levels and to meet the needs of stakeholders.
