The Role:

Under the direct supervision of the Supervisor of Rail Planning and Scheduling, the Planning Analyst is responsible for long-range transportation policy and planning support for PATH. The position is located in a fast-paced office environment at PATH’s Journal Square Headquarters in Jersey City, NJ. Specific responsibilities of the position include:

  • Conduct research on new transportation trends, delivery models, and funding opportunities for transit and multimodal initiatives.

  • Perform qualitative, quantitative analysis to support the development of planning project recommendations.

  • Coordinate and plan all capital and maintenance work around revenue service.

  • Host monthly planning meetings with various stakeholders.

  • Maintain the Incident Reporting System and the automatic generation of reports.

  • Develop tables and write reports summarizing policy to support long- and short-term strategic planning.

  • Prepare memos, staff reports and presentations for internal and external stakeholders.

  • Monitor and evaluate planning program and project costs and benefits; submit project justification and supporting data for management review.

  • Provide support project management functions including tracking schedules, budgets and scopes for planning projects and programs.

  • Schedule, coordinate and prepare minutes from internal and external meetings, including staff working groups and stakeholder and technical advisory groups.

  • Staff outreach events and effectively communicate planning efforts to members of the public from all communities.

  • Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.

  • Obtain HASTUS skillsets for scheduling, planning, and employee pick purposes.

  • Perform other duties as assigned.

  • Lead working groups around planned activities.

Preferred Skills and Talents:

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to

  • Bachelor’s degree in transportation/urban planning, public administration, or a closely related field.

  • At least one year of transportation planning experience

  • Strong analytical and problem-solving skills required

  • Demonstrated expertise in planning, organizing, and implementing schedules

  • Experience managing and organizing information

  • Excellent verbal and written communication and presentation skills are required with the ability to effectively influence across a diverse stakeholder base.

  • Ability to understand contract language.

  • Possess effective oral and written communication skills.

  • Knowledge of transit planning and multimodal transportation planning concepts and best practices.

  • Knowledge of social equity principles and best practices for integrating equity into transportation planning.

  • Familiarity with transportation planning analytical methods and principles.

  • Experience working with geographic information systems (GIS) is preferred.
