Air National Guard Units SUPERVISORY IT SPECIALIST (PLCYPLN) (TITLE 32) in Jefferson Barracks, Missouri

Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is a GS-2210-13 SUPERVISORY IT SPECIALIST (PLCYPLN) (TITLE 32), Position Description Number D2170P01 and is part of the MO 131st Bomb Wing. APPOINTMENT FACTORS: This is a Permanent Excepted Service position. This is a non-bargaining unit position. Responsibilities Manages, plans, organizes, controls, and directs the communications activities of the Wing/Base Flying Unit to ensure mission accomplishment and optimum use of resources. Establishes, advises, and consults on production and quality requirements, mission objectives (both wartime and peacetime), equipment requirements and other logistics needs, to ensure requirements satisfy the respective MAJCOM or NGB requirements. Serves as functional area technical expert to the Financial Management Board (FMB). Coordinates communications activities and projects with other concerned agencies and/or organizations. Exercises supervisory responsibility and authority including granting leave, appraising performance, establishing performance standards, recommending promotions, and initiating disciplinary actions as needed. Ensures formulation of comprehensive training plans for each function and specialty within the C4 and logistics activity. Develops CONUS and overseas deployment plans to meet unit's mission goals, inspection schedules, and deployment requirements. Oversees the unit mobility program; maintains a high level of operational readiness of personnel and equipment assigned to the Communications Squadron for both wartime and peacetime missions. Develops coordinated policy and procedures to utilize architectural guidance and architecture management concepts which support the Wing strategic planning, programming, budgeting, system acquisition, and system operation and maintenance processes. Maintains knowledge of emerging technologies, reviews technical periodicals, publications, commercial standards, and attends seminars. Performs other duties as assigned. Requirements Conditions of Employment Qualifications MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be AFSC qualified within 12 months from date of appointment. Maximum Military Grade - Lt Col (O-5) Officer - AFSC 17DX Supervisor must verify that selected individual occupies a compatible military position. Title 32 National Guard employees will not be militarily senior to their full-time supervisor (grade inversion). GENERAL EXPERIENCE: Must possess experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled you to understand the stages required to automate a work process; experience in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use of adaptation of computer programs and systems. GS-13 SPECIALIZED EXPERIENCE: Must possess 36 months of specialized experience which demonstrates your ability to plan, coordinate, and direct a variety of functions including; maintenance, logistics plans, supply, multimedia, quality control, production control, ground radio, telecommunications, software test analysis, all data centers, technical service centers, help desks, communication networks (voice and data), network control centers, plans and programs, local computer program development and computer systems operations. The specialized experience must also demonstrate your ability to provide advice, counseling and/or instruction to subordinate employees involving all the complex, diversified activities, functions and services in those functional disciplines encompassed in the work centers listed above. Must currently hold or have held AFSC 17D. DOD Information Awareness Certification Requirements: The employee must obtain and maintain at a minimum a Secret security clearance. Incumbent must possess or be able to obtain and maintain certifications per DoD Directive 8570.1-M, AR 25-2, and as detailed in the Information Assurance (IA) Training and Certification Best Business Practice (BBP).Failure to satisfactorily obtain and maintain required certifications in accordance with the listed publications are grounds for termination. Selectee is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M, Information Assurance Workforce Improvement Program, dated 19 December 2005 (incorporating Change 1 dated 15 May 2008). Education The following education is desired, but is not mandatory to meet the qualifications for this position. Desired education - Undergraduate or Graduate degree in one or more of the following disciplines: Computer and Information Sciences and Support Services; Computer Engineering; Engineering Physics/Applied Physics; Industrial Engineering; Electromechanical Engineering; Electrical, Electronics and Communications; Computer Technology/Computer Systems Technology; Cyber/Electronics Operations and Warfare; Mathematics and Computer Science; Accounting and Computer Science; Computational Science; Management Information Systems; or Mathematics. Other degrees may be accepted on a case-by-case basis.
