Summary This vacancy is for a GS - 1801 - 11/12, Marine InspPSCO-Apprentice located in the Department of Homeland Security, U.S. Coast Guard, SECTOR JACKSONVILLE INSPECTIONS DIVISION. Responsibilities You will serve as a/an Marine InspPSCO-Apprentice as the civilian resident Prevention Department's source for continuity of previous inspection policies, technical issues, special program support activity and a primary inspection representative with the maritime industry responsible for commercial vessel safety.. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Assessing the inspection qualifications and formally certifies the completed portions of on-the-job training for assigned civilian and military Marine Inspectors. Assigned and responsibility for the independent inspection and approval of vessels. Conducting complete vessel examinations under the treaty requirements of the SOLAS or other international conventions. Make determinations of acceptable comparable technology, processes, or procedures in certifying the safety of vessels. Examinations of foreign vessels operating in the U.S, an individual assigned to this position performs or leads in the performance of the following inspection function. Incumbents to this position are subject to the terms of a mobility agreement as a condition of employment NOTE: Travel is required and while most travel is by commercial vehicle or aircraft, the inspector must also possess a valid driver's license to drive various passenger vehicles to inspection and testing sites. Qualifications To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Conducting reviews of vessel's plans, safety management systems and operating systems to determine compliance with regulations and applicable standards; Inspecting all required navigation, intra-vessel communication, alarm, lifesaving, firefighting, and pollution prevention systems on a vessel to ensure that they are operating properly and in compliance with applicable national and international standards; Preparing briefing papers, technical analyses, and option evaluations for the Officer-in-Charge, Marine Inspection, where inspection decisions may have broad impact on an industry. To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Reviewing technical vessel design and construction plans to determine compliance with regulations; Resolving maritime vessel inspection controversies; and Identifying hazardous conditions. Prescribing corrective actions. OR Completed 3 full years of progressively higher-level graduate education OR Possess a Ph.D. or equivalent doctoral degree Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
