Job Description

The Neighborhood Services Department is actively seeking one (1) Environmental Quality Technician - Petroleum Clean-Up candidate.

This is technical work at the advanced level in inspecting petroleum storage tanks or petroleum cleanup sites for compliance with federal, state, and local environmental laws, rules, regulations, and guidance documents. The work requires knowledge of the techniques, methods and procedures used to inspect, sample, test and monitor the natural environment and pollution sources which involves the use of specialized skills or specialized equipment, which is gained through a combination of education, and on the job experience. Contacts with others require skills in understanding and/or influencing people and are important in dealing with others concerning compliance and regulatory assistance, including skills of persuasiveness, assertiveness, and sensitivity to other points of view that are required to influence behavior, change an opinion, or turn a situation around. The work is standardized in that tasks are covered by substantially diversified procedures and specialized standards, and because of the changing priorities, or different situations, incumbents have the latitude to consider which of the many procedures or standards should be followed and in what sequence. The work involves differing situations requiring the use of judgment in search for solutions or new applications within ones' known experiences. The work may be performed in a somewhat uncontrolled environment where there are some risks and hazards, but they are generally known, predictable and most controllable. Operates a motor vehicle and other standard office equipment including personal computer. The physical demands are moderate and include walking and climbing to conduct field work and lifting or moving objects weighing up to twenty-five (25) pounds. The work is performed under general supervision where the work assignments are varied and, although subject to standard practices and procedures, the worker is permitted some latitude to set their own priorities subject to superior's approval.

Examples of Work

  • Inspects high risk pollution sources for compliance with federal, state, and local environmental laws, rules, and regulations.

  • Cites violations of environmental laws, rules, and regulations.

  • Observes collection of water, air, soil, and biological samples to assess natural resources and identify potential environmental problems.

  • Investigates complaints concerning suspected violations of environmental laws, rules, and regulations.

  • Verifies accuracy of site map.

  • Research files and records, collects, and compiles data and prepares inspection and other technical reports.

  • Utilizes advanced computer applications to develop and maintain databases and spreadsheets on data collected and maintains related files and records.

  • Operates standard office equipment including personal computer using word, spreadsheet, database and related software and field sampling and testing equipment.

  • Operates a motor vehicle.

  • Demonstrates proficiency in the City of Jacksonville’s competencies.

  • Performs related work as required.

Knowledge, Skills and Abilities

  • Knowledge of the techniques, methods and procedures used to inspect, sample, test and monitor the natural environment and pollution sources.

Open Requirements/Supplemental Information

OPEN REQUIREMENTS:

  • Bachelor's Degree from an accredited institution with a major in one of the physical or natural sciences or engineering.

  • To be exempted by the Florida Department of Environmental Protection must have a four (4) year combination of the following:

  • Experience managing petroleum or hazardous waste cleanup sites.

  • Installing or inspecting underground storage tanks.

  • Sampling soil and/or groundwater.

  • GIS or CAD experience specifically with creating figures for assessment or remediation.

  • QA/QC experience in the environmental field or,

  • Specific work experience requiring the 40-OSHA 29 CFR 1910.120.

LICENSING/CERTIFICATION/REGISTRATION:

  • OSHA 40 Hour Hazardous Waste Operations and Emergency Response (HAZWOPER) certification will be required and must be maintained.

  • A valid driver's license is required prior to appointment and must be maintained during employment in this class.

  • Must qualify for prior to appointment, obtain and maintain during employment in this class a City of Jacksonville Public Driver Certification.

OTHER REQUIREMENTS:

  • The city offers 40-hour HAZWOPER Training and 8-hour refresher for staff.

  • The probationary period for this class is six (6) months.
